2 Board of Building and Public Works - Bavarian State Ministry for the Interior Department for Highways and Bridges – ITS Unit ITS Bavaria Masterplan History  Beginning of the 90s: first pilot projects in the traffic info sector  Project “Bayerninfo”: a first data collection in the private vehicle traffic and first internet platforms for traffic information  “High-tech offensive Bavaria”: working area “improvement of traffic information services” => decision to found an agency with the function to advance and enlarge traffic information services  Establishment of the basis for such services  Development of an intermodal data platform  Research project INTREST  Tendering and negotiation process for public-private-partnership company to develop and operate the services  Signing of contract for the foundation of the Traffic Information Agency Bavaria (VIB) in January 2006  ITS masterplan to coordinate all new activities

4 Board of Building and Public Works - Bavarian State Ministry for the Interior Department for Highways and Bridges – ITS Unit ITS Bavaria Masterplan Planning for enhancement in the system  Set of basic actions of the public side defined in the contract, e.g.  Elaboration of basic concepts and alignment to the overall goals  Quality assurance of data and services  Assistance in the cooperation with partners  In parallel: enhancement of traffic information regarding  Static data: improvement of the underlying georeferencing basis INTREST by integration of new data  Dynamic data: improvement of the traffic messages by integration of other data sources  Services: creation of new services and data delivery for service providers  Basis for all new development will be the “ITS-laboratory” in which data integration and service generation can be tested without interference with an operative system  All new developments are defined in the master plan “ITS Bavaria 2015”

5 Board of Building and Public Works - Bavarian State Ministry for the Interior Department for Highways and Bridges – ITS Unit ITS Bavaria Masterplan Improvements regarding static data  The INTREST georeferencing system is based on a commercial map, that can be enhanced with additional information  Work items for enhancement will be:  Integration of traffic objects like detectors, gantries and sign posts for speed limits or overtaking bans, parking facilities (e.g. Park&Ride) with GPS-based data acquisition  Integration of addresses, single house coordinates, buildings in cooperation with the land survey  Improvement of the georeferencing of complex PT stops in cooperation with PT operators  Integration of tourist information like bicycle paths, accommodations, sights or important buildings in cooperation with tourist organizations  tbc

7 Board of Building and Public Works - Bavarian State Ministry for the Interior Department for Highways and Bridges – ITS Unit ITS Bavaria Masterplan Improvements regarding dynamic content (2)  Work items for enhancement will be:  Integration of short-term road works by receiving road work trailers’ current position  Integration of georeferenced events that influence traffic (sports events, concerts etc.)  Establishment of a content editor office within the traffic control center in Munich  Integration of PT messages from railway operators  Integration of georeferenced weather messages from weather services

8 Board of Building and Public Works - Bavarian State Ministry for the Interior Department for Highways and Bridges – ITS Unit ITS Bavaria Masterplan Improvements regarding services (1)  The VIB currently offers basic services ( B2A-services and payable premium services  The distribution of information to the end-user shall be enhanced by:  The delivery of static and dynamic data for commercial service providers (driver assistance systems etc.)  The test of data distribution via different media, like short-range communication from gantries to vehicle communication or DAB broadcast of current gantry display  Intermodal route guidance to enable a use of all existing transport infrastructure (road transport, PT, pedestrians, cyclists and all cominations)

10 Board of Building and Public Works - Bavarian State Ministry for the Interior Department for Highways and Bridges – ITS Unit ITS Bavaria Masterplan Political aspects and overall goals  Challenge: Bavaria is a major European transit region with very high traffic loads on the major axis  The political objective regarding ITS is to  contribute to an economy and ecology-friendly flow of traffic in the intermodal context and a best possible use of the infrastructure  raise the traffic efficiency  lower the accident rate and contribute to traffic safety  involve all Bavarian and external players (other authorities, communities, the industry and neighbouring regions) into the activities  bridge the complex federal structures in Germany  To fulfill the tasks of the public side currently the ITS unit of the Ministry for the Interior is in charge
