ASSESSING PUBLIC PARTICIPATION IN FISCAL POLICY PROPOSED INDICATOR

THE INDICATOR COVERS FOUR DISCRETE DIMENSIONS OF PUBLIC PARTICIPATION IN FISCAL POLICY:  Public participation in preparation and approval of the annual budget  Public participation in the design and delivery of public services  Public participation in the appraisal and implementation of public investment projects  Public participation in oversight processes

PREPARATION AND APPROVAL OF ANNUAL BUDGET Score A There are clear rules, in the legislation, requiring public participation during the executive’s preparation of the budget, and during legislative consideration and approval of the budget. Citizens had a formal voice at both preparation and approval stages. The government published a summary of the inputs received. Score B There are clear rules-based requirements providing for public participation during the executive’s preparation of the budget, or during legislative consideration and approval of the budget. Citizens had a formal voice at either the budget preparation or approval stage. The government published a summary of the inputs received. Score C There is a practice of citizen engagement at either the budget preparation or approval stage.

DESIGN AND DELIVERY OF PUBLIC SERVICES Score A Public consultation has taken place in the previous three years with respect to service delivery needs and/or service standards in at least two of the five major sectors. The government published a summary of the inputs received and an explanation of how those inputs influenced the content of official reports, recommendations and decisions. In the previous year surveys were published of the satisfaction of users with public services in at least two of the five major sectors. NEXT STEPS  Review of experience from pilot in the Philippines;  Refinement of scoring criteria and guidance;  Wider testing in ten to fifteen countries;  Finalization based on feedback.  Initial comments include:  Need for more uniformity in calibration;  As a stand-alone assessment, restructuring to add further aspects or splitting into two or more indicators;  Useful for supplementing dialogue on fiscal transparency and citizen engagement in the context of a PEFA assessment, an FTE and / or the OBS.
