Informational Meeting May 23, Federal agencies consider environmental impacts of their actions Use the knowledge from the process to inform decisions about actions Involve stakeholders in determining outcomes National Environmental Policy Act (NEPA)

Informational Meeting May 23, Goals of NEPA  Fulfill the responsibilities of each generation as trustee of the environment for succeeding generations;  Assure for all Americans safe, healthful, productive, and aesthetically and culturally pleasing surroundings;  Attain the widest range of beneficial uses of the environment without degradation, risk to health or safety, or other undesirable and unintended consequences;  Preserve important historic, cultural, and natural aspects of our national heritage, and maintain, wherever possible, an environment which supports diversity, and variety of individual choice;  Achieve a balance between population and resource use which will permit high standards of living and a wide sharing of life's amenities; and  Enhance the quality of renewable resources and approach the maximum attainable recycling of depletable resources

Informational Meeting May 23, NEPA Compliance Approaches  Categorical Exclusion (CX) – Confident there will be no significant environmental impact.  Environmental Assessment (EA) – Unlikely that there will be a significant environmental impact.  Environmental Impact Statement (EIS) – Significant environmental impact expected

Informational Meeting May 23, Based on DOE’s experience with accelerators and neutrino experiments, we do not anticipate significant impacts, so we plan to prepare an EA. The EA will either –Confirm our belief in no significant impacts, leading to a Finding of No Significant Impact (FONSI), or, –Demonstrate the need for an EIS Draft EA for public comment by early 2014 Approach for LBNE
