Classification: Internal GIE Annual Conference – Infrastructure users’ needs Helga Franse – StatoilHydro 23 October 2008

2 Integrated and flexible infrastructure Export pipelines to Germany, Belgium, France and the UK ~ 7,800 km of gas pipelines ~ 120 BCM of capacity Gassled* operated by Gassco, StatoilHydro share 32.1% Norwegian Continental Shelf 2008 *Includes Zeepipe, Europipe I, Europipe II, Franpipe, Statpipe, transport related facilities at Kårstø, Vesterled, Oseberg gas transport, Åsgard Transport, Norpipe, Kollsnes, Langeled, Tampen Link

3 Access to firm capacity Primary capacity access Firm capacity – long and short term Capacity valuation through transparent information; –Maximum available capacity –Booked or contracted amounts –Historic flow information –Basis and mechanism for pricing capacity Effective secondary market Bilateral or through a platform Possibility of disaggregation of capacity contracts necessary Transaction times should be virtually instantaneous (EASEEgas CBP) Removing the barriers to capacity trading could highlight any capacity hoarding Coordinated cross border and EU approach is necessary

4 A coherent plan for interaction and investment across Europe The ability to move gas across borders is of great importance to ensure gas can reach all European markets TSOs should actively seek to reduce the complexity of cross border transactions – bundled products ENTSOG should enable TSOs to work better together StatoilHydro welcomes the early development proposed by GTE+ ahead of 3 rd package implementation & will continue to participate in the development work
