A FILIBUSTER IS AN ADVENTURER WHO ENGAGES IN A PRIVATE REBELLIOUS ACTIVITY IN A FOREIGN COUNTRY. A FILIBUSTER IS IN SEARCH OF PERSONAL GAIN WHO HAD SOME SILENT SUPPORT FROM THE GOVERNMENT IN WHICH BENEFITED THEIR ACTIONS.
