Fight Discrimination in Europe Campaign Work on LGBTI rights – Future plans 15th Annual Conference of ILGA-Europe 28 October 2011 Turin

Our plans in 2012 and 2013  Work on Prides will still be a priority : support freedom of expression and freedom of assembly + create momentum for other messages / work on LGBTI rights (e.g. photo action during Prides in 2011 to support our campaign on Turkey)  New regional work  Ongoing work to promote anti-discrimination/equality policies, legislation and measures on Turkey, EU anti-discrimination directive, and reactive work against homophobic and transphobic legislation (e.g. Lithuania)

Work on Prides  Baltic Pride 2012 (Riga) and 2013 (Vilnius) : with AI international delegation  Annual action plan to define other Prides to support  Create a pool of AI activists and staff members with experience on difficult Prides / demonstrations to cover Prides at high risk (monitoring, advice on security and showing support/solidarity)  Potential Prides at high risk to support: Split, St. Petersburg, Belgrade, Chisinau  AI local sections keep supporting Pride events in their own countries  build their capacity in advocacy, strengthen their cooperation with LGBTI NGOs namely for Prides facing threats / restrictions

New regional work Europe – issues we would like tackle :  Hate crimes – address violence and harassment against LGBTI individuals  Access to police services and justice without fear of discriminatory treatment or harassment  Transgender and intersex individuals are not subjected to unwanted medical treatment or medical procedures to which they are unable to consent Research in 2012 – campaigning in 2013

New regional work (cont.) What change we want to achieve:  Legislation tackling hate crimes on the ground of sexual orientation and gender identity is enacted or extended  Anti-discrimination legislation is enacted or extended to cover discrimination on the grounds of sexual orientation and gender identity.  Legislation allowing transgender and intersex individuals to obtain documents that reflect their gender identity is enacted – laws not requiring mandatory surgery or forced divorce  Targeted states take meaningful steps to promote transgender and intersex rights, including the right to the highest attainable standard of healthcare

New regional work (cont.) Ending discrimination and persecution (Eurasia) 1) Criminalization : Uzbekistan and Turkmenistan 2) Freedom of expression, assembly, association : e.g. Belarus, Moldova, Russia What change we want to achieve:  Uzbekistan and Turmenistan de-criminalize homosexuality  Introduction of anti-discrimination legislation in line with international standards + keep discrimination on the agenda in international fora  LGBTI people are allowed to demonstrate peacefully and to found and register organizations to protect their rights Research and campaign: 2013
