High volume, repeatable with consistent results. Clear and unambiguous measure specifications. Same as Deemed, but with case- or program- specific calculations to adjust for specific conditions that strongly influence savings such as hours of operation, climate zone, vintage. Insufficient information to produce deemed savings or deemed calculation. Applies to unique facilities, and situations.
