Once upon a time… When? The Lisbon Treaty introduced two major innovations in EU's foreign policy: the HRVP and the EEAS. Who? FPI is a Commission service under the authority of HRVP Mogherini and works closely with the EEAS and EU delegations What? FPI’s portfolio of work is distinct from humanitarian assistance (ECHO); development assistance and cooperation (DEVCO) and pre-accession assistance (DG NEAR). How? FPI is not responsible for setting policy, but for implementing the EU’s foreign policy from an operational point of view. Its actions translate policies set by the Foreign Affairs Council and HRVP. How much? The budget for the wide range of FPI-managed activities amounts to EUR 736 million in 2015.

Let's have a closer look:

FPI.3 FPI.3 contributes to the preparation of the Council Decision for the operations below, is responsible for the financial implementation of the budget for CSDP Operations (2013 budget: € 321 M), including ex-post controls (all in HQ). EU Civilian Crisis Operations (aka Civilian CSDP – 81% of the budget): maintaining peace, security, law & order. Currently 11 Missions (e.g. EULEX). Military/defence operation are financed via ATHENA. EU Special Representatives (Art. 33 TEU, 6% of the budget): 7 EUSR e.g. Kosovo, Afghanistan, Horn of Africa, Human Rights. Non-Proliferation and disarmament FPI3.represents the EC in the RELEX Counsellors WG and in the Committee for the Civilian Aspects of Crisis Management (CIVCOM)

CFSP/CSDP General role: Strategically and operationally: part of the comprehensive approach Legally: ensures on its own part the consistency of Union action (Article 21.3 TEU) CFSP not an “instrument”: separate ad hoc legal basis for each operation

CFSP/CSDP Particular role: Commission implements the CFSP budget How do we manage the CFSP budget? Participation in preparation of operations Preparation of budgets Monitoring of implementation Advice on budgetary and financial matters On-the-spot monitoring and control missions Verification of public procurement by CSDP missions Evaluation

CFSP/CSDP CFSP is part of the Union budget – EU Financial Regulation (FR) and its Implementing Rules (IR) apply Treaty on the European Union (TEU), Title V (general provisions on the Union’s external actions), chapter 2 (specific provisions on CFSP), Article 41 Treaty on the Functioning of the European Union (TFEU), Article 317 (Article 48 FR)

CFSP/CSDP Challengess Dramatic growth of the budget: €30 Mil (2002), €159 Mil (2007), €396 Mil(2013) Followed by dramatic decrease: €314 Mil (2014), €320 Mil (2015) Management and personnel resources: in institutions, Member States and missions Rapid deployment (warehousing, preparatory measures, procurement) "Comprehensive Approach" Conflict Cycle: What instrument is best positioned at which stage? Ensure that those instruments work together towards same objectives -> Set by the Treaty! Difficulty: different decision-making procedures, different funding mechanisms! Everyone wants coordination, but nobody wants to be coordinated…
