The purpose of the algorithms is to maximize the capacity in the UTRAN while maintaining the requested Quality of Service and coverage, and to ensure stability in the system. The set of capacity management algorithms executes this control by allowing usage of the system resources when possible, and by re-dividing and limiting the usage of resources when needed.
