Swimming SA Board Strategy Workshop 27 October 2012

Session Outline 9.00am – Welcome and Introductions (Bob) 9.05am – Opening from Office of Recreation and Sport 9.20am – Summary of key recommendations from the review (Brendan) 10.00am – Outline of the draft strategic plan and introduction of the new version to align with SAL (Bob) 10.20am – morning tea 10.30am – Review of the goals of the strategic plan (All) 12.00noon – Implementing the plan (All) 1.00pm – Close

Key Recommendations 1. Review the strategic plan to include an additional pillar of Performance and reorganise some strategies into more appropriate pillars. 2. Redevelop operational plans based on the restructured strategic plan and ensure the strategic plan becomes the ongoing agenda for the board, as well as providing review mechanisms for the plan. 3. Develop a staged plan to restructure the board over time to more contemporary size based on skills ad the ability to elect and appoint suitable directors.

Key Recommendations… 4. Develop and implement governance protocols outlining the role of the board and that of management 5. Review the role and purpose of the committees to ensure they best support the work of the board and management in the delivery of the vision, goals and objectives 6. Realign the organisational structure to support the strategic plan and review the position descriptions of staff accordingly, including the new role of Executive Officer*. This process needs to include an annual performance review process. (*note title of GM retained)

Key Recommendations… 7. To ensure continuity in this transition phase I would recommend the appointment of the current acting General Manager to the new role of General Manager supported by the review processes outlined in governance protocol document. 8. As a result of Recommendation 7, structure a new position of Development Officer to ensure this area receives the focus and attention required by the strategic plan.

Key Recommendations… 9. Review the high performance plan to ensure clear articulation of objectives, KPIs, roles and responsibilities as well as alignment and engagement with SASI and SAL and other program partners 10. Review the current suite of events and competitions for their strategic purpose in supporting the goals of the organisation. 11. Renew the focus on development, both club development and athlete pathways, and clearly identify the responsibilities of the Development Officer and other staff in delivering the development plan.

Key Recommendations… 12. Develop and implement the supporting plans including costed operational plans, Commercial Development Plan and the Communication Strategy. 13. Develop a structured partnership agreement with Swimming Australia outlining areas of assistance, roles and responsibilities, financial arrangements and desired outcomes

Goals People - To ensure and promote an inclusive, quality and sustainable future for Swimming SA and the sport Partnerships - To promote and increase the profile of Swimming in South Australia Practices - Assist to develop sport of swimming through best practice governance and management systems Participation - Further enhance relationships to ensure a successful lifestyle pathway

New Pillars Participation – includes community sport, youth plan, LTS and transition to clubs, innovative products and services, club development, coach and official recruitment, facilities and access Performance – includes HP pathway, athlete development, competition pathway, coaches and technical officials, organisational performance Partnerships – includes business and commercial development, government relations, strategic partnerships, stakeholder communication and engagement
