Existing systems of pharmaceutical price monitoring in the Kyrgyz Republic The current state of the pharmaceutical price monitoring – scoring of 1 or 2 points

Organizations that, for various purposes, regularly operate the information on pharmaceutical prices 1. Department of Pharmaceuticals and Medical Devices under the Ministry of Health of the Kyrgyz Republic; 2. Information Office in the Central Pharmacy of Bishkek city and other cities; 3. Pharmaceutical businesses (wholesale companies supplying medicines to retail pharmacies, pharmacy points); 4. Mandatory Health insurance Fund (MHIF); 5. Customs Office (import prices of pharmaceuticals); 6. Hospitals that procure pharmaceuticals through bid processes.

The following should be accounted for (1): In the Kyrgyz Republic there is no decent single monitoring system of pharmaceutical prices; However, at least six institutions collect data on pharmaceutical prices; Six stakeholders that have their own systems for collecting data on are not motivated, with rare exceptions, to make information open and transparent to other stakeholders and public; These fragmented existing systems of price data are not integrated with each other;

The following should be accounted for (2): Government and corporate pharmaceutical price monitoring systems do not meet the practical needs of public; Reference services in big cities do not provide information on rural areas and other settlements, and may not always be available when needed (perhaps, there are intense numbers of calls, and operators find difficult to answer all phone inquiries because of the so called human factor); Neither the public nor the other categories of consumers have access to good quality information on pharmaceutical prices to meet the consumers’ practical needs and interests

Creation of the single online PPMS The new system should incorporate primarily those stakeholders who already routinely collect information on pharmaceutical prices for their agency purposes. Ministry of Health, represented by the Department of Pharmaceuticals and Medical Devices, should be the PPMS provider Main objective of the PPMS: provide all stakeholders with updated and good quality information on pharmaceutical prices; improved conditions for the pharmaceutical market development in the Kyrgyz Republic; create conditions for the improved government regulation over pharmaceutical market; quick access to essential / cheapest medicines

An interactive platform for stakeholders to enable consultation of their views and positions of the SINGLE operational PPMS  Participation in creating the system and motivation;  Optimal provider (who will be responsible for creating the system and operation, where it will be set out, what will be its responsibility, etc.);  Sources of financing;  Optimal technical operation and maintenance;  Making necessary legislative amendments.

List of indicators on medicinal products to be collected be each stakeholder  the PPMS should collect the following indicators:  Availability;  Prices in individual pharmacies;  Map of pharmacies;  Wholesale prices;  Retail prices;  Route of medicinal products to specific pharmacies

The PPMS should operate using the following: Constantly updated website, with additional access to the database of wholesale and retail prices; Access to the website can be provided through terminals in pharmacies and hospitals; Hotline services in cities and rayon centers (since not everyone has access to the Internet)

 Creation and maintenance of the PPMS will require considerable funding and Human resource capcity;  Creation of the Single online PPMS will require changes in legislation and regulations of medicinal products; it is important that these changes were elaborated within the online platform and then lobbied in relevant authorities
