CARB Rule Changes Mark Riechers EMD Meeting 04/28/08
CARB Rule Changes Outboard/PWC CARB Rule Changes for Exhaust Emissions: 300 g/kW-hr CO cap (higher for small outboards) in 2009 Adopt EPA NTE Zone requirements Jet Boats moved to SD/I category in 2010
CARB Rule Changes Sterndrive/Inboard CARB Rule Changes for Exhaust Emissions: New CO standard of 75 g/kW-hr cap for catalyst engines Allow one engine family or grouping to be averaged in and meet 5 g fleet average (Must meet 14 g HC + NOx and 150 g CO caps) Classify jet boats as SD/I Adopt EPA NTE Zone requirements Add a hardship relief provision Require misfire detection in OBD-M starting in 2010 Initiate a voluntary 5 Star standard Fix the repower language to not require catalyst engines for repower
CARB Rule Changes Over 500 Hp CARB Rule Changes: Large volume manufacturers must average in their over 500 Hp engines and meet a 5g HC + NOx standard For small volume manufacturers: – 650 Hp - 16g HC + NOx in >650 Hp – 25 g HC + NOx in 2009 reduces to 22 g in some provisions for less costly certification (portable analyzers, broad definition of engine families, assigned df’s) 350 g/kW-hr CO cap in 2009 Allow alternate test cycle (15% load in Mode 5) No NTE Zone Boats with over 500 Hp engines must use carbon canisters on tank vent lines, low permeation fuel lines (main and engine mounted), and low permeation fuel tanks
CARB Rule Changes Timing CARB Board has already approved changes CARB Staff must put out a 15 day notice with final updates 15 day notice expected in October Industry must make sure they get it right
