1. Root Name Server and Other Name Servers - Root Name Server Master Root Name Server with 13 root name server copies (10 in USA, 2 in Europe, and 1 in Asia) - Top Level Domain(TLD) Name Server Master TLD Name Server for each TLD(ccTLD or gTLD) with one or more copies - Second Level Domain(SLD) Name Server Master SLD Name Server for each SLD with zero or more copies (Third Level Domain Name Server in the case of the TLD is hierarchical)

3. Current Operation All root name servers are operated by volunteers of various organizations.

4. Technical Issues 4.1 Volunteer-based Operation Is current volunteer-based operation appropriate for the future?

4.2 Service Level Agreement Do we need any service level agreement(SLA) to be implemented?

4.3 Is the number of the root name servers appropriate for the future?

4.4 Is the current arrangement robust enough?

4.5 Do we need any architectural improvement? Example: Distributed root name servers

5. Policy and Management Issues 5.1 Funding Is the current funding scheme based on the volunteers appropriate?

5.2 Contract Can we have an appropriate contract based on the current volunteer-based operation?

5.3 Is current scheme appropriate politically and managerially? Geographical diversity of the root name servers Master copy location - relocatable?

6. Remark 6.1 Workshops to develop consensus We may need various workshops to develop consensus on technical and policy issues. 6.2 Root Name Servers for Internationalized Top Level Domains Do we want to keep the internationalized Top Level Domains in the same server as the ASCII Top Level Domains?
