Gave the President power to arrest disloyal aliens Outlawed sedition (slander on U.S. gov.) –Limited Free Speech –Made it a crime to say or write anything false or insulting about the President, Congress, or the Government

States’ Rights Jefferson and Madison looked for a loophole States’ Rights: states had the right to judge when the federal gov. had passed an unconstitutional law.
