What is EVVE? Electronic Verification of Vital Events Remote message-based queries for vital records Authorized users have a single interface to generate a verification query to any participating jurisdiction throughout the country

What is EVVE? NAPHSIS national clearinghouse (hub) Standard Internet-based XML Vital Event Transaction (VET) Knowledge database for jurisdiction rules and data availability/mapping Transaction log of exchanges of requests and responses between users and the jurisdictions via the hub Management and billing reports

Benefits of EVVE Protects against potential fraudulent activities Improves customer service Provides increased response rate to queries Facilitates rapid access to accurate and verifiable vital record data Supports the future of business within the vital records offices Integrates easily with current legacy systems

EVVE Concerns Confidentiality  Responses are either Match/No Match  Eliminates browsing Security  Provides a secure mechanism for the communication between agencies and the vital records offices  Connectivity is via VPN or SSL with authentication  Controls access to authorized users Pricing  Post pilot pricing structure needs to be established

EVVE History 1994 SSA commenced negotiations with individual states for direct access to vital records data (SASRO) 2000 NAPHSIS recommends EVVE approach to SSA (match/no match) Summer 2001 SSA releases RFQ NAPHSIS submits proposal, awarded contract Apr 2002 EVVE system development complete EVVE-SI module installed in first pilot state Jan 2002 NAPHSIS releases RFP for EVVE pilot system development Feb 2002 NAPHSIS awards EVVE system development to SMS SSA/NAPHSIS/SMS Pilot Kickoff Meeting Aug 2002 SSA completes their interface to the EVVE system First pilot state goes ‘live’ (Colorado) Feb 2003 Eighth pilot state goes ‘live’ (California) Dec 2003 SSA pilot ends

EVVE History Jan 2003 AAMVA approached NAPHSIS about the EVVE project Early 2003 AAMVA and FMCSA coop agreement to implement a nationwide driver’s license fraud and prevention program March 2003 AAMVA EVVE working group established to provide general oversight and steering of the pilot project Fall 2003 EVVE enhancements completed Early 2004 AAMVA bridge development completed IA DMV development completed May 2004 IA and MN vital records offices ready to accept queries IA Des Moines DMV office ‘live’ Feb 2005 Six additional IA DMV offices added March 2005 MO vital records offices ready to accept queries

AAMVA EVVE Scope DMV users will verify information on birth certificates presented as proof of identity Limited to Birth Verifications AAMVA EVVE pilot scheduled to operate through 2005

AAMVA EVVE Pilot Observations After One Year Verification match rate consistent Averaging 87% match rate for IA Averaging 82% match rate for MN 72% match rate before confidential records added 87% match rate after confidential records added DMV user response times remaining consistent between 8-10 seconds overall Down time has been minimal

Conclusion NAPHSIS and its membership want to see EVVE become a nationwide system Federal agencies Sister agencies Making EVVE successful requires cooperation and partnership-building relationships Between NAPHSIS and agencies Between each jurisdiction vital records office and their respective agencies Legislation promotes the EVVE concept Intelligence Reform and Terrorism Act Real ID Act
