In Jan ’09 GoI set up 2 working groups to speed up the finalization process less participatory process the government came up with a new scheme for TLVS ICS sent a letter responding to this

...finally The minister signed TLVS using 2007 standards but.. alter the governing and institutional framework

what next.. ensuring credibility:  internal monitoring system?  complaint mechanism?  transparent process?  sanction/penalty? Socialization Capacity Building Continue negotiation process with the EU

Corresponding foreign policy like US Lacey Act EU Due Diligence Regulation play a big role in fostering changes in producing countries like Indonesia.
