Using Open Access Publishing for the Effective Dissemination of African Research PKP PUBLIC KNOWLEDGE PROJECT Ensuring a Journal’s Economic Sustainability, While Increasing Access to Knowledge Samuel Smith Esseh The Public Knowledge Project

Background Why Publish scientific research? To make available to the general public the grand results of Scientific work and Scientific discovery; and to urge the claims of Science to a more general recognition in Education and daily life.

To aid researchers themselves, by giving early information of all advances made in any branch of natural knowledge throughout the world… …and by affording them an opportunity of discussing the various scientific questions that arise from time to time Background Why Publish scientific research?

… The fundamental mission of the research community which is to ensure the widest possible dissemination and unrestricted access to research has not been possible in Africa.

Current State of Scholarly Publishing From African scholarly publication index in PASCAL database from and in the ISI database from … The capacity to research and produce scholarship in Africa is concentrated in a few countries South Africa Nigeria, Egypt Morocco, Kenya Tunisia and Algeria The Rest of Africa 3/4 1/4 African scientific production

Current State of Scholarly Publishing  True scholarly journals usually having a circulation of less than 500, usually in the order of  Only one journal had more than 400 external subscribers  The rest of the journals had a maximum circulation of 50 or even less Circulation numbers for African scholarly Journals (1997

Have we been effective? NO! … The fundamental mission of the research community which is to ensure the widest possible dissemination and unrestricted access to research has not been possible in Africa. Why?

Conclusion The African scientists do not have access to all the scientific literature they need to enable science to progress as efficiently and effectively as possible These observations point to the fact that African scholarly works are poorly distributed, barely marketed and hardly accessed

Open Access Publishing Open Access Publishing Ensures a Journal’s Economic Sustainability, While Increasing Access to Knowledge Research is Freely available Research is Publicly available Research is widely circulated Research is Permanently available
