THE MAYOR’S INVOLVEMENT Origins o 2008 campaign commitment to end rough sleeping in London o candidates lobbied by sector Why it makes sense o relatively small numbers across London o mobile, unevenly distributed group o local authorities have no legal obligation to accommodate many of those who sleep rough

WHAT THE MAYOR DOES 1 strategic leadership through o the London Housing Strategy “The Mayor will work with boroughs and other partners to ensure that no one new to the streets sleeps rough for a second night, no one lives on the streets of London, and the flow of new rough sleepers onto the streets is minimised.” (London Housing Strategy, 2014) o the Mayor’s Rough Sleeping Group - “to lead and coordinate the wide-ranging work to tackle rough sleeping in London”  e.g., reviews progress of the most entrenched rough sleepers  e.g., No First Night Out  e.g., Pan-London Protocol for Rough Sleeping Outreach Services pan-London rough sleeping services

o commissioned by DCLG prior to 2011 o c.£8.5m a year, plus £5m Social Impact Bond over o complement boroughs’ provision o ensure we have robust information (CHAIN database) o currently re-commissioning for April 2016 onward o support a process of locating and assisting rough sleepers o specialist services for returning and entrenched rough sleepers WHAT THE MAYOR DOES 2 locateengage assist off the streets sustain off the streets
