Project Overview: 116 Acre Golf Course Bald Eagle Lake Oneka Ridge Golf Course

Stormwater Pond – 915 acre drainage area – 880,000 gallons available per “fill” of the pond – ORGC uses 150,000+ gal per irrigation cycle Lift Station (600gpm) – Integrated with existing irrigation network Infiltration System – Used for excess runoff beyond irrigation needs – Backup system if land use changes in the future Project Design & Goals Annual Pollutant Reduction Estimates Total Phosphorus: up to 75 lbs/yr Volume Reduction: up to 32.5M gallons Groundwater Usage: 5 to 15 M gallons (50%)

Minnesota PCA – NPDES Construction Minnesota DNR – Appropriation (Dewatering) – Appropriation (Operation) Amended existing GW permit City of Hugo – Plumbing Permit Backflow Preventer Valves

Project Assurances on Private Property Challenges with public projects on private property – Necessary to balance multiple primary interests RCWD – Downstream water quality Hugo – Reduced groundwater usage ORGC – Aesthetics, playability, maintenance – BWSR grant agreement designated project as a capital improvement years of project assurance Payback Schedule vs. Project Easement BWSR & RCWD need to protect against landowner “backing out” Required 39 page covenant package (recorded on property deed) to be in place prior to BWSR’s execution of grant agreement 25 year access easement obtained over pond, lift station, force main and infiltration area is convertible if land use changes RCWD will make covenants available as example for others

Pitfalls & Lessons Learned MPCA inquiry: Is an underground infiltration system a Class V injection well??? – Nitrates? Pesticides/Herbicides? Excavation mass balance with multiple parties led to some disagreement at end of project… Weather delays… Force main repairs… Lift station intake manifold re-fabrication… Integration of old & new irrigation systems…
