3 25th May Wroclaw DISTRICT+ Disseminating Innovative STRategIes for Capitalization of Targeted Good Practices The idea of this subproject proposal The idea of this sub-project was set up before the approval of the DISTRICT+ It’s the result of a long-terme collaboration between the Brasov County and the Tuscany Region A strong interest from the part of Brasov partners for the experimental projects in the field of innovation and technological transfer implemented in the Pisa Province (the Scientific Park Polo Sant'Anna Valdera (PSV) the Transfer Centre PONT-TECH in Pontedera ; The Technological Park in Navacchio);

4 25th May Wroclaw DISTRICT+ Disseminating Innovative STRategIes for Capitalization of Targeted Good Practices General Background the theme of innovation and technology transfer has been introduced recently as part of public policies in the NMS – in the context of accession to the EU. Most of the operational programs for the management of structural funds in these countries pay a special attention to innovation Priorities in the developement strategies in the Brasov County: to create a Scientific park and a technological transfer centre which foster the relations between public research centres and the companies; to support the creation of academic spin-offs and innovative incubators for the young researchers. Initiatives to improve the policy and the governance of innovation of the local level Difficulties in the implementation of concrete mesures to stimulate innovatives process due to the lack of experience and to the lack of a culture of cooperation between the local actors in this field

5 25th May Wroclaw DISTRICT+ Disseminating Innovative STRategIes for Capitalization of Targeted Good Practices Brasov County – R&D and innovation context The evolution of the number of employees in R & D in the Center Region, 2005 The distribution of investments in R & D in the Center Region, 2005 The R & D in Brasov County has registered after 1989 a drastic reduction concerning the number of employees due to the closure of large public companies which had their own research institutes. Brasov county is on first place in the Centre Region both in terms of the number of employees in R & D as well as in terms of public investments in this sector.

Research, technological innovation and creation of information society 5.1. Support for research, technological development and innovation in order to increase economic competitiveness 5.2 Development of ICT technology for public and private sectors Objectives Increase cooperation between R&D and economic sector in order to improve competitiveness of enterprises Support the economic competitiveness through increased interaction between the public sector and firms / citizens from exploiting the potential of ICT. Expected results: - Strengthening the human potential in the field of innovation and research; - Improving cooperation between the R&D and economic sector; - Increase the competitiveness of local firms and regional markets.

8 25th May Wroclaw DISTRICT+ Disseminating Innovative STRategIes for Capitalization of Targeted Good Practices Principle: The specific objectives of this project will be defined in accordance with the principle that innovation processes are conditioned by the quality and the consistency of the relationship between knowledge producers (research centers), knowledge appliers (the companies) and knowledge and innovation supporters (public actors). Consequently, the effectiveness of policies of innovation will depend on how these categories interact, and also on the specific skills that they engage in the development and implementation of policies and strategies. Strategic objective: To develop and to strengthen the relationships between the components of the system RDI (business environment-research center-public authorities) in Brasov County and to improve theirs specifics competencies (research management and marketing) and strategic competencies (strategic planning, foresight techniques, technological audit). The objective will be achieved by transferring the most advanced innovative experiences successfully promoted in Tuscany Region and in other partner regions in the field of RTD and territorial innovation. The project intends to involve also the partners from Tuscany –IT, Lower Silesia –PL and West Midlands - UK and thus will confront more models of policy and governance of innovation that are at different stages of development facilitating a process of mutual learning and exchange between partners. 9 25th May Wroclaw DISTRICT+ Disseminating Innovative STRategIes for Capitalization of Targeted Good Practices The activities will be related to the following priorities foreseen within the call for proposal: Priority 5 - Development of technological incubators and R&D transfer centres Activities: to identify, to analyse and to disseminate GPs for the creation and management of incubators and R&D transfer centres, including strategies to design/develop technological incubators and running technological parks to deliver effective innovative services to SMEs Priority 3 - Innovative business development: Activities : to identify, to analyse and to disseminate GPs to support knowledge-transfer and start-up mechanisms and services for the creation of new SMEs by young researchers and entrepreneurs (including risk capital, consultancy services, patents centers, etc.) The activities and the priorities
