Study on Building the Global Network in Utilizing World Korean Youth as Human Resources I Researchers-in-Charge: Cho Hye-yeong and Moon Gyeong-sook

Purpose of Research To explore and build the network of the World Korean Youth Human Resources by understanding their living status and current conditions. The study participants were the Korean Youth residing in major countries such as the USA, Canada, China, Japan, and CIS. The aim of the research is to determine the competitiveness of the World Korean Youth in light of the globalization era. This is to determine how to use them best as the national human resource.

Major Results of the Research 1) One of the research results is that the Korean youth residing in major foreign countries were observed to have a great interest in Korea. However, the youth in China and the CIS region did not have a significant understanding of Korean roots/history. 2) Korean identity of the Korean youth residing in major foreign countries was highly significant especially for those in the North America and CIS region. On the other hand, the degree of knowledge about the Korean background was low. 3) The degree of activity participation in Korean organizations was low in case of the Korean youth residing in major foreign nations. In this regard, windows such as the internet site will help enable the communication and mutual exchanges between the Korean youth in major foreign countries and the local youth in Korea.

Political Suggestions Require the policy to be formulated from the point of view of the foreign country residence rather than our nation. In establishing the policies, help in the adaptation to the region of overseas residence should be prioritized. The particular aspect that they are Korean nationals residing in foreign countries should also be considered. “Support First, Utilization Later” should be the motto of the policy.
