3 NSRS Highlights ●Ballot/Comment periods down in number  Activity originally expected to be much heavier throughout 2013  Seems to be picking up in Q3 ●Several companies have volunteered to “lead” discussions of Ad Hoc Group efforts and Five-Year Review Teams  Luminant, CenterPoint Energy, Oncor, ERCOT, Austin Energy ●Teleconferences reasonably well attended  Continue to be a great way for companies to share views (including those from trade groups) and discuss them from an ERCOT regional-perspective ●Presented at Texas RE Spring Compliance Workshop RSC Meeting June 26, 2013

4 NERC Standards Activity – since April 1, 2013 ●5 ballot periods completed covering  7 standards  0 interpretations  1 additional topic (i.e., statutory definitions) ●1 item passed recirculation ballot in Q2  Statutory Definitions; with FERC for approval ●2 items received NERC BoT approval  PRC (Generator Frequency and Voltage Protective Relay Settings) and Statutory Definitions ●5 petitions submitted to FERC for approval  Project 2010-INT-01 (TOP-006 Interpretation)  Project (Reliability Coordination, IRO standards)  Project (RT Transmission Operations, TOP standards)  Project Phase 1 (Statutory Definitions)  Project (Generator Verification, MOD & PRC standards) RSC Meeting June 26, 2013

6 NSRS Procedure Revisions ●May 1, 2013 version replaces November 3, 2010 version ●In general, updates align procedure with practice  NSRS provides regular updates to RSC (not findings and recommendations)  There is no voting structure associated with NSRS; it operates on a voluntary, consensus-based model  Chair and Vice Chair are selected by NSRS participants; vacancies filled as needed  NSRS may designate a point of contact for particular projects  Texas RE’s role includes scheduling and facilitating web- meetings  NSRS should strive for diverse participation from all sectors and from large and small companies  Updated Texas RE address ●NSRS will operate under this procedure unless there is an RSC objection RSC Meeting June 26, 2013
