Federal Government Fellow Update: Issues Active employees from industry are now not deemed acceptable candidates by the Administration or Congress due to perceived Conflicts of Interest (that were not perceived in prior administrations) − Candidates from the government, academia, or who are retired may still be considered Having registered lobbyists among the AIAA staff precludes Fellows from being taken on by the current Administration (but is not an issue for the Congress) − Three AIAA staff are registered lobbyists due to a small fraction of their paid time being applied to policy discussions with government representatives (but these are generally not actual lobbying activities) − If the staff de-registered, it may adversely affect their access to government officials for follow-up discussions regarding actions taken on issues brought forward to the officials by the AIAA staff (because of government official concerns of possible “appearance” of lobbying discussions with unregistered individuals; an example would be the need to lobby on a restriction on NASA employees traveling to and participating in technical conferences in the FY09 NASA Authorization bill) Due to more rigid interpretation of “firewall” constraints, AIAA Government Fellow interaction with AIAA members and events would be restricted to activities approved by the government office using the Fellow’s services Plans for the second AIAA-funded Government Fellow were put on hold in September because of the following, new, ethics-related perception issues Agenda Item 2a

Federal Government Fellow Update: Observations There is still great merit in getting experienced aerospace professionals into government offices that impact policy affecting aerospace − Applicable offices have minimal internal aerospace expertise Restrictions on the source of Government Fellow candidates bias the types of experience that AIAA can make available to the government Limits of Government Fellow interactions with AIAA members during their term of service limit the information flow originally sought by the program − This has an adverse value impact that can be reflected in a revised Government Fellow compensation level Agenda Item 2a

Federal Government Fellow Update: Recommended Revisions The following recommendations for a revised Government Fellow program will be made to the IDC, and if the IDC approves, to the Board Change the program eligibility to only include AIAA members currently in government employment, in academia, or on a retired status Require placement in a government agency or Congressional position directly involved in policy formulation and/or policy implementation directly related to current AIAA strategic imperatives Limit the Fellow’s compensation to levels applicable to the now allowable sources of candidates − Maximum Fellow compensation should reflect new restrictions on both the Fellow candidate sources and the allowable AIAA member access during the Fellow’s service Agenda Item 2a

2010 Inside Aerospace – Planning Status The conference will be held May 11-12, 2010 · Tied to the week of the BoD meeting and gala · To be held at the Hyatt Crystal City Will focus on the aerospace role in addressing energy issues (Day 1) and environment issues (Day 2) The General Chairman is AIAA President-Elect (Mark Lewis) The AIAA VP Public Policy has the lead role on the Steering Committee Steering Committee meetings are being held about every 2 weeks · A meeting was held at ASM earlier today · The program plan is finalized · Speakers are being finalized Agenda Item 6b

Conference Policy Sessions The Need The AIAA Strategic Plan calls for public policy events and/or sessions at major AIAA conferences A PPC team of volunteers is still needed to provide on-going planning for appropriate topics, formats and placement of public policy events at major conference Assuring accommodation for these events and all logistical planning requires participation of PPC members in conference planning committees from the start of the process for each conference −Begins more than a year ahead of applicable conferences The Benefits Public policy has a bigger presence in AIAA events More AIAA members and local media representatives are exposed to high quality aerospace policy presentation and discussion Agenda Item 6d
