Groundwater Management Approaches in Tanzania, East Africa By Hamza Sadiki Water Officer, Pangani Basin Water Office Old Moshi Road P.O. Box 7617 Moshi, Tanzania Email: pbwo@panganibasin.com Website: www.panganibasin.com Session 3.4.1 5th World Water Forum – Istanbul, Turkey 20th March 2009

Presentation Outline Introduction Groundwater Availability Groundwater Management Challenges Water Sector Reforms The Way Forward

Introduction Tanzania Area: 945,087 km² Population: 37 million. Rainfall: 500 – 2,000 mm/yr > 70% of the area is semi arid Uses: domestic, irrigation, hydro-electricity, livestock, industries and navigation. 9 River and Lake Basins

Introduction Basin Water Boards The first was established in 1991(Pangani Basin) Roles and Responsibilities: Water Allocation Water Resources monitoring and assessment Coordinate water resources planning Pollution control Water use conflict management River and Lake Basins in Tanzania

Groundwater Availability Recharge: Rainfall Major aquifers: indiscrete: (alluvial sediments , sedimentary, volcanic and Precambrian Basement rocks) Yield of Boreholes range 10 – 800 m3/hr Depth of boreholes: 20 – 400m. Water quality: Generally good, with exception in some areas where fluoride contents exceed 8mg/l. Note: So far not much exploited; mainly used for domestic water supplies Water sold from private wells Rundugai Springs, Kilimanjaro

Groundwater Management Challenges Potential not assessed Uncontrolled groundwater explorations and development Fragmented data and information Land degradation Some aquifers in 6 Basins are transboundary Weak legal framework Capacity to management Artesian well at Kahe village

Water Sector Reforms National Water Policy: reviewed in 2002 National Water Sector Development Strategy had been prepared Water Law: under review Water Sector Development Programme: started implementing in 2006

The Way Forward New Water law to address policy requirements to be tabled in the parliament soon; Regulations to be prepared Groundwater assessment task to start in 8 Basins IWRM plan Cooperative frameworks for transboundary water resources are being developed Groundwater monitoring in potential identified areas To pilot use of groundwater for irrigation
