Progress Report London Group in its review of 21 revision issues addressing the revised SEEA Volume 1 Mark de Haan

Review of 21 SEEA Volume 1 issues 18 issues are considered closed Open issues: (#10) definition and classification of SEEA assets → ‘overarching issue’ dealing with volumes 1 and 2 → how to move beyond the SNA (ownership and direct benefits) assets to address ecosystems? → Linking the boundaries between volumes 1 and 2 → wording: economic/non-economic, SNA/non-SNA Suggested follow up: Questionnaire LG, Canberra 2 (Sept. 2010)

Review of 21 SEEA Volume 1 issues Open issues continued.. (#16) water, artificial reservoirs → artificial reservoirs as produced assets → should human controle necessarily apply to quantity and quality aspects of artificial reservoirs? → implications for recording of emissions to water → implications for evaporation (and related water losses) Suggested follow up: electronic consultation LG

Review of 21 SEEA Volume 1 issues Open issues continued…, Soil depletion and degadation (#20a) Outcome conceptual thinking (is considered closed): → classify soil seperately from land → soil (depletion and degradation) preferably covered in volume 1 → reallocate depletion element from user to owner as part of resource rent → maintain distinction between depletion and degradation (#20b) measurement aspects → lacking widespread accounting experience (some examples from Australia) Suggested follow up: Adopt conceptual recommendations. Address measurement issues on the future sesearch agenda.

Review of 21 SEEA Volume 1 issues Closed issue but uncertain outcome… (#8) emission permits → SEEA follows SNA 2008 recommendations (permits represent tax, there is no underlying asset) → precise recording investigated by OECD/Eurostat taskforce → taskforce did not reach solution → problematic given that recording of permits in SEEA volume 1 should be explained in detail Suggested follow up: Await decision ISWGNA?

Review of 21 SEEA Volume 1 issues Point for clarification… SNA 2008 treatment of industrial processing → SNA 2008: (processing, global manufacturing) no imputations of ownership → oil refineries may become producers of industrial services → no crude oil inputs, no oil product outputs → what to do with net energy conversion and related process emissions? Suggested follow up: Needs discussion by LG (October meeting)

Considerations UNCEEA Proposed actions for open issues (#10 definition of assets; #16 artificial reservoirs; #20 soil) are sufficient given the UNSC 2011 deadline? What can be done to spead up submission of outcome papers? In the near future… What is the expected role of the London Group (review of chapters, review of issues dealing with volumes 2 & 3)?
