1. Improvement from the last Bulletin – Data, Analysis, Coordination, and New Teammates at the Table 2. Five WYs: 2006, 2007, 2008, 2009, & 2010 – First 3. DAUs by County – First 4. Improved Transparency 5. #1 Popular Vote for the next Water Plan 6. Modelers Dream 8. Data being utilized by IRWM, Tribal, Federal and State Agencies, Counties, Water Districts, Consultants, Environmental Groups, and Non-Recognized Organizations (NROs) 9. Incorporating Groundwater Basins analysis 10. Reaching out to New Team Members outside the Department – First 11. Public Relations – Everyone is being exposed to the wonders of using localized detailed information for better planning 12. Listening to the locals with their concerns and Striving for Better Analysis 13. Data/Analysis being utilized from the smallest scale (DAU/County) up to State level 14. Each Bulletin the Team is incorporating the new needs or views on behalf of the People of California 15. “Umbrella Approach” The Team is proud of

1. There is still a need for Standardization in processing data for the Water Plan 2. Lack of support from upper management on the value of WS&B data 3. Lack of knowledge from upper management on the WS&B Team “Core Data Sets” 4. IRWM’s, UWMP’s, and AWMP’s – At this point there is a lack of useful data to incorporate into the WS&B Team process 6. The lack of data sharing outside the Department Region Offices 7. Lack of sharing information from other sister agencies – DFWS 8. No connection to other Federal and State Agencies in data sharing or brainstorming 9. Duplication of data collection/analysis by Federal and State agencies- By coordinating data collection efforts, the State could have a Regional Planning Platform with everyone working toward a common Goal – (What a Concept) 10. Tremendous amount of time in coordinating with Tribal, Federal, State, Counties, Water Agencies, and NROs – “Strategize and Plan” 12. Challenge to downsize data gathering and improve our process – Do with less, but be expected to produce more 13. The tremendous amount of coordination, evaluation of basins/watersheds, and improvement with our process is still needed - Just seeing the tip of the iceberg The Team was surprised by

1. Tremendous amount of resources and time spent on trying to incorporate everyone’s wishes 2. By going down the path to incorporate every wish and process, partial data and evaluation had to be done 3. Wish there was more time to sit down with every player and determine what data/analysis each New Team Member could provide – Look at everyone’s data, process, and resources 4. Simplify the Water Plan – Get a “Good Base” to Plan From 5. Working from the Bottom Up: Time/funds could have been spent to collect information and coordinate from the local level up to the Regional level - Plan by the People, for the People 6. Reliable data collected by the Regions and in collaboration with other State and Federal Agencies, will assist Sacramento in making sound decisions regarding policy and laws. We, as “planners” should be working together to protect our resources using the most current and reliable data available. Knowledge is the most powerful planning tool. More effort is needed in this area Things the Team thought were missteps

1. Database development work team - Region office will meet with Christina Boggs after summer. 2. Form agency coordination team (DWR Water Plan Supply& Balance team, USGS, USBR and State Water Boards) 3. Meeting with Bay-Delta office CALSIM team regarding Central Valley model (demand unit) 4. Recycled water workgroup with WUE (Richard Mills) 5. Water quality subgroup 6. Groundwater Use by Basin – Develop scope and funding needs B Action items:
