Makati City The Philippines th APEC Transportation Working Group Meeting Introduction  Air cargo presents a threat to all aircraft across all economies.  Australia conducted a survey of APEC member economies to identify what air cargo security arrangements they had in place.  The purpose of the survey was to identify which countries required capacity building, and in what areas.

Makati City The Philippines th APEC Transportation Working Group Meeting Introduction  The results were reported at the 29th APEC Transportation Working Group Meeting in Chinese Taipei, 9–13 July  The survey revealed support for cooperation, expertise exchange and general assistance in the area of air cargo security.

Makati City The Philippines th APEC Transportation Working Group Meeting Introduction  Particularly, APEC member economies were interested in:  capacity building;  regulation modelling;  technology; and  training/competency development.

Makati City The Philippines th APEC Transportation Working Group Meeting Introduction  To facilitate the sharing of information and expertise, it was decided that a workshop on air cargo security would be held.  The purpose of the workshop would be to provide best practice solutions with an emphasis on low cost solutions and low technology.

Makati City The Philippines th APEC Transportation Working Group Meeting Regulation Modelling  What are the key components of regulated agent and supply chain programs?  How can an economy build a regulatory framework and what are some of the challenges faced?  What are some of the challenges for regulators, auditing and ensuring compliance in an air cargo security environment?

Makati City The Philippines th APEC Transportation Working Group Meeting Technology  What are the current and future technologies available for air cargo screening?  What are some of the technological challenges specific to air cargo screening?  How can air cargo screening be undertaken with minimal impact on commerce?

Makati City The Philippines th APEC Transportation Working Group Meeting Training/Competency Development  What are the strategies for strengthening the skills of all entities in the air cargo security regime such as security inspectors, freight forwarders, cargo handlers and air carrier personnel?

Makati City The Philippines th APEC Transportation Working Group Meeting Next Steps  The Project Sponsors will confirm a central location and settle the date (in June 2008) for the workshop.  APEC member economies will be invited to attend.  APEC member economy support will be sought to invite aviation and air cargo stakeholders from non- APEC organisations to present at the workshop.
