2 октября 2008 г. в Санкт-Петербурге подписана Декларация о намерениях по сотрудничеству в сооружении и эксплуатации ФАИР между Государственной корпорацией «Росатом» и Федеральным министерством образования и исследований Германии, в которой стороны согласовали намерения России участвовать в проекте в рамках стратегического партнёрства с Германией, а также обеспечение в сооружение ФАИР обратно в Россию в индустрию высоких технологий на предприятия Российской Федерации путём заказов высокотехнологичного оборудования и услуг для ФАИР. намерения России участвовать в проекте в рамках стратегического партнёрства с Германией на уровне 15% (~178 млн. Евро), а также обеспечение возврата до 85% денежных средств Российского вклада в сооружение ФАИР обратно в Россию в индустрию высоких технологий на предприятия Российской Федерации путём заказов высокотехнологичного оборудования и услуг для ФАИР.
