Industry Engagement in New Zealand Industry Training and Apprenticeships

I NDUSTRY T RAINING F EDERATION NZ’s Industry Training Model The New Zealand industry training and apprenticeship model leverages privately owned capital and infrastructure, to use workplaces as direct sites of education and training, to develop workforce skills. Industry provides a financial contribution towards the training, as well as in-kind support for training, and qualifications development activity. The government provides training subsidies to ITOs, based on agreed “investment plans”, towards nationally recognised standards and qualifications.

I NDUSTRY T RAINING F EDERATION History Industry Training Act 1992 – introduction of Industry Training Organisations (ITOs) – shift from time-based to competency-based training and apprenticeships – Industry Training Review; Consolidation; New Zealand Apprenticeships “I wanted to make the system more responsive to the needs of industry and that was why we established ITOs; to put industry in charge of what was going to be learnt through workplace education, because industry ought to know best the kinds of learning that was most valuable to industry, I didn’t want bureaucrats doing it, I wanted industry to have a very active role in that.” Dr Lockwood Smith “As a result of the passage of the bill, we will have a much stronger industry training system. The profile and quality of apprenticeships will be improved, quality assurance of ITOs will be in line with that of other tertiary education organisations, and there will be greater links between industry, the industry training sector, and Government.” - Hon Steven Joyce

I NDUSTRY T RAINING F EDERATION Industry-led model Industry Training in New Zealand is funded as an industry-government partnership. Government funding is contingent on an industry cash contribution of at least 30 percent. Maintaining this level of industry contribution is a critical test of industry support for the ITO, and to maintain government recognition. Industry also provides in-kind support through time and capital.
