UNCLASSIFIED 12 March 2015 Three Components of EFMP EFMP Challenges Perception that enrollment in EFMP is not career enhancing Variations in delivery of local and state special education services complicates an already complex maze of support and services Continuity of care for enrollees impacted by frequent relocations Military Services policies and programs are not the same –Army most comprehensive in advocacy and community support services –Navy has a stabilization policy for most severe EFMs Understanding that EFMs are medical beneficiaries who receive medical care based on their needs. There is no EFMP medical benefit.

UNCLASSIFIED 12 March 2015 Three Components of EFMP EFMP and the Assignment Process The Exceptional Family Member Program (EFMP) works in concert with other military and civilian agencies to provide a comprehensive, coordinated multiagency approach for community support, housing, medical, educational, and personnel services to special needs Families.  IAW AR , HRC must consider special needs Families’ special educational and/or medical needs during the assignment nomination process.  The process applies: During normal assignment/reassignment rotation when readiness does not require a specific assignment When a Family member’s special needs can no longer be accommodated at the present assignment location.

UNCLASSIFIED 12 March 2015 Three Components of EFMP Assignment Nomination Process Career Branch Career Branch OCONUS-EFMP COORDINATORS (15-30 Days) CONUS-EFMP COORDINATORS (3 Days) CONUS-EFMP COORDINATORS (3 Days) Career Manager builds new Assignment request for EFMP enrolled Soldier-- A new nomination request is sent to HRC-EFMP for coordination Career Manager (CM) accesses EFMP toolkit and verifies decision on the assignment nomination request. APPROVAL=CM places Soldier on AI/ RFO to new duty station. DISAPPROVED=CM deletes assignment request, selects new duty station for the Soldier, and then submits a new nomination to start the process again Special Actions Branch enters the appropriate code in EFMP TOOLKIT indicating either APPROVAL or DISAPPROVAL.
