LCI Implementation: Lessons learned in the planning and implementation of LCI Projects Urban Collage Inc.

URBAN COLLAGE, INC Livable Centers Initiative Lessons Learned Begin with an eye toward the end… Implementation begins with the definition of applicable and well thought out projects during the planning phase: The LCI Plan The 5-Year Action Plan Project Implementation − Funding and the Concept Phase − The Design Phase and the PDP (Plan Development Process) − The Construction Phase

URBAN COLLAGE, INC Livable Centers Initiative Lessons Learned Understand that LCI Construction Funds are for transportation projects Identify cornerstone and catalytic projects Get to a detailed level on key projects (typical plan and cross section)- consider right of way, utilities, etc. during planning Phase projects based on potential funding levels and set appropriate expectations for when projects can be constructed LCI Plan Issues and Considerations:

URBAN COLLAGE, INC Livable Centers Initiative Lessons Learned Organize projects to maximize their value as catalysts for the plan’s broader goals while maintaining transportation benefits Phase projects appropriately Consider if some projects need to move to later phases due to funding, right-of-way or other challenges. Prioritize initiatives as part of the public process Plan for cost increases!!! 5-Year Action Plan Issues and Considerations:

URBAN COLLAGE, INC Livable Centers Initiative Lessons Learned Funding Applications and the Concept Phase Design Concepts, surveys and traffic studies Understand that LCI Construction funding is likely 3-5 years away- can you wait that long to implement your project? Consider funding the Design Phase and Right of Way acquisition locally Consider a local funding source for utility work/relocation Implementation Issues and Considerations:

URBAN COLLAGE, INC Livable Centers Initiative Lessons Learned Design Phase and the PDP Start the environmental process as soon as possible The Plan Development Process requires consistent and constant supervision and tracking of plans and documents Conduct several budget checks during the process Implementation Issues and Considerations:

URBAN COLLAGE, INC Livable Centers Initiative Lessons Learned Construction Phase Identify add-alternates for bidding LCI projects Cut project length before cutting corners (quality before quantity) Implementation Issues and Considerations:
