Identification and elaboration of methodology to be used in the classification and costing of projects and programmes for adaptation to climate change Contract Number: ENV.D.1.SI Nancy Steinbach and Viveka Palm, Statistics Sweden Jane Desbarats and Keti Medarova, IEEP

Task 1: Typology of adaptation measures, associated costs of measures, methodologies for determining costs; Task 2: Literature review and data collection; Task 3: Assessment and comparison of costing methodologies; Task 4: Set of possible criteria to assess projects, budgets, etc… in terms of determining % of adaptation funding as part of budgetary items. Tasks of the project

Task 1: the typology Measures for three areas or “sectors” to be covered: infrastructure, ecosystems services, soft measures (economic incentives, communications, etc…) And to cover at least: sea level rise, heat waves, water scarcity, soil degradation, floods, storms, forest fires etc. Different costs to be considered: cost/unit of measure implemented (i.e. sea-wall, cost/km), avoided impacts, cost/risk, social cost.

Task 2: Literature Review More detailed review of actual expenditure Two types of information needed: -Actual cost data/expenditure for adaptation measures; -Methodologies used for cost calculations; -Classification of measures

Task 3: Assessment and comparison Four key items to compare and assess: The design of budgets in terms of line items used; Methodologies used to calculate actual expenditure; How methods have considered discrepancies in data gathered, or have integrated uncertainties in to calculations; General method challenges with adaptation cost calculation.

Task 4: Budgetary assessment criteria Assessing the potential for adaptation funding based on the determination of cost: Allocation of funds: determining additionality and the % of funding per measure for adaptation; How can a data collection be set-up to continue this work? Who would collect data? I.e. Commission services, country level, other institutions.
