Characteristics NETWORK (2) Post IUC as ‘hub’, typically with 4-5 main local partners –Bioscience for food – Vietnam (led by Can Tho University) –ICT for Development Cuba (led by UCLV) –Biodiversity Network Ecuador (led by ESPOL) Should focus on cross-institutional interactions –such as in inter-university curriculum development, joint degrees at Master and Ph.D. levels –Links with other networks –Links with Flemish universities Co-funding should be included through the universities and other donors Need for strong logistic and managerial support structures at level of the coordinating university

IUC Programme : General Objective Empowering the local university as institution to better fulfil its role as development actor in society

IUC Programme as a flagship of South cooperation IUC is about “sharing of minds” (academic level) leading to « changing lives » (impact) through synergetic set of complementary/interdisciplinary interventions (projects) guided by university strategy (programme level) and developmental priorities

Main features of the IUC Programme Long term cooperation geared towards institutional development and strengthening Financing and facilitating cooperation  Partnership  Match between the priorities of the partner university and the interest and expertise offered by Flemish counterparts  Coherence, aligned with local systems, high level support Building capacity: – Academic (MSc/PhD education; research, publishing...) –Internal service delivery (ICT, Library) –External service delivery (services to society) –Managerial capacity (planning, HRD, international relations etc) 19

Institutional University Cooperation Over the years one of the flagships of VLIR-UOS cooperation with nearly 30% of annual budgets Budget scope variable depending on context, needs and proposed projects. –Policy decision VLIR-UOS The IUC Programme started in 1997 with 4 partners Currently 18 ongoing programmes (15 IUC and 3 post-IUC Networks) –Africa: 10 –Latin/South America: 6 –Asia: 2 20
