Developing a Transport Vision To 2050 Jon Tiley Business Manager- Spatial Planning and Economy

LTP – What is it? Statutory plan A strategic transport planning framework and transport policies for the County To help formulate Urban Transport Plans and Growth and Transport Plans To inform other transport plans (Active Travel, Rail etc) To justify/prioritise limited funding – capital & revenue To inform the planning process

Why do we need a New Strategy? Statutory requirement to keep LTP up to date Existing LTP developed in 2010/11 – different political and financial situation… Current LTP lacks a spatial long-term vision for transport Increased national emphasis on transport supporting economy Need to influence future national and local strategies and funding decisions Its now time to develop the next generation of major transport schemes and packages

Longer term challenges Economic Social Demographic Technological Environmental

Transport Vision objectives A vision that sets out the aspirations, challenges and strategic level transport solutions over three time periods; Short Term – 2021 Medium Term Long Term

Transport Vision objectives A vision that considers aspirations, challenges and interventions at three spatial levels; Countywide Corridor Other Sub-Regional

What will it eventually look like? A map (or series of maps) of longer term transport challenges and broad packages of transport measures to address these; A longer term strategy underpinned by an evidence base An updated suite of Local Transport Plan policies and a review of how we will measure success A ‘living’ format – flexible and linked to Growth & Transport Plans, Urban Transport Plans, Rail Strategy, Local Plans, SEP etc… The start of the next generation of major transport schemes and packages

Transport Vision work stream StageTimescale 1. Technical phase: Identification of short, medium and long-term challenges (non-transport and transport) Summer – Autumn Engagement and Stakeholder Consultation – phase 1 Autumn / Winter 2014/15 3. Technical phase: Identification of options for strategic packages of interventions Spring Engagement and Public Consultation – phase 2 Summer 2015 to Autumn Production of final Vision and Strategy to 2050 Late 2015
