From Planning to Implementation

Aviation Needs ECIP Institutional Arrangements EATM Programmes Implementation & Operations Europe wide Planning LCIPs Feedback from experience European ATM Planning: from Concept to Reality Concept Architecture Performance Concept Architecture Performance ATM2000+ Strategy In line with ICAO concepts of operations, plans and global interoperability requirements 2

Road Map of Change through Time Operational Improvements Enablers: Procedures Systems Human Institutional Performance Objectives Airspace org. & management Flow & capacity management En-route ATC Airport ATC... Safety, Capacity, etc. Capacity Time Offered Target Strategic Performance Framework Medium Term ECIP

European Convergence & Implementation Plan (ECIP) Medium-term European planning and implementation mechanism: Aimed at improving European ATM based on defined and measurable performance criteria Contains agreed common implementation actions and monitoring procedures –Derived from the ATM Strategy roadmap –Broken down into specific stakeholder Lines of Action (who, what and by when) Applies to all involved stakeholders groups Provides the basis for national ATM plans Endorsed by States

How does it work? Link Programme PROGRAMME O.I in the Roadmap: “Use data link to improve efficiency of communications” OPERATIONAL IMPROVEMENT PERFORMANCE DELIVERY Monitoring of achievements ECIP Status Report Scope : Multi National (12 States) Start of operation : 06/2003 Planned operation deployment: 12/2007 I.O. ATC06 “Implement ATC air-ground data link services” IMPLEMENTATION OBJECTIVE Currently 67 objectives and 600 SLoAs

Local level: LCIP DOCUMENT One per ECAC State (41) LCIP Level 1: National ATM environment Performance Plan (Capacity and Safety) High level statement on ECIP Objective LCIP Level 2: Detailed Planning information on ECIP Objectives implementation Organised by stakeholder category (ANSP; Regulator; Military Authority; Airports)

STATE CAAServiceProvider Militar y Airport LCIP Level 2 Stakeholder Business Plan CONSOLIDATIONin LCIP Level 1 One Focal Point Per State AGENCY One Contact Person per State Active Support of SISStructure CIP Contact Person

Role of LCIP Planning document - identify the actions planned by the national stakeholders Helping the national stakeholders to develop and implement a co-ordinated plan. Cross - fertilisation between states Support the implementation of EATMP within ECAC States Support performance planning within the national stakeholder organisations LCIP documents are signed by Senior Management of each stakeholder - reflect their ‘commitment’ for implementation

Capacity planning

Political Target Average ATFM delay/ flight in Min

… Translated into individual Capacity Targets

Local capacity planning  Plans for the next 5 years for each ACC LCIP

Challenges: 20-25% capacity increase required by 2009 at pan- European ATM network level high traffic growth expected in several parts of Europe Some local plans may need revision careful capacity planning of “new” and existing ACCs Capacity Requirements and Plans

Conclusions Performance planning is applied in Europe Also recognised by ICAO as a possible model for other regions It requires –Political Commitment from participating States –Full Co-operation of all stakeholders
