FACTS   Urban areas: WATSAN supply in Chile is on hands of 56 private operators, on a regulated fare basis, supervised by the Superintendent of Sanitation Services.   Provide water and sanitation service to people.   99.9 % coverage in water service   94.0 % coverage in treated wastewater service

FACTS   Rural and Peri-urban : WATSAN supply is on hands of around 1500 small operators community organizations. They provide water service to people.   95 % coverage in water service 15 % coverage in treated wastewater service   Looking to improve the management and technical capabilities of these small operators, in 2008 FESAN was created as a non profit cooperative organization.

THE OPORTUNITY   Earthquake in Chile, 27 February   FESAN partners with serius damages.   WOP with CINARA through GWOPA of UNHABITAT, and IADB, for reconstruction and develop CLC.

FESAN CINARA INICIATIVE   Together with CINARA asked UNHABITAT and IADB if they could support our efforts to restore Maule wastewater treatment ponds.   Then we saw the oportunity to create a CLC in Maule with the green wastewater treatment system as a demonstration tool.   Develop a WOP between FESAN & CINARA in the frame of GWOPA of UNHABITAT & IADB

FESAN CINARA INICIATIVE   GOAL Integration of rural WATSAN operators, for management improvement, and technical skills development in green wastewater treatment   HOW Develope 7 WATSAN Community Learning Centres (CLC), starting with 2, Maule and Hospital-Champa Cooperatives, partners of FESAN.   FINANCING Chilean Goverment, IADB

STRATEGY Take successful models of management in WATSAN in Chile, (Coopagua, and Maule), and replicate them at the Community Learning Centre. Establish Maule Cooperative as the first CLC for management and treatment of wastewater with eco- technologies, with FESAN as a local integrator and service provider, strengthening local community management. Integrate universities and government agencies as stakeholders

Perform with CINARA a participatory assessment of community management that operates in Maule and knowledge that exists in the management community about local treatment of wastewater. Overtake a training process to the community of Maule on the operation and maintenance of environmental technologies, and establish a monitoring system for the process in conjunction with CINARA. Training of personnel linked to the Cooperative Maule as a facilitator of community learning processes, emphasizing leadership.
