Telemedicine Services Telemedicine services are covered for Medicaid recipients in both the fee-for-service and Managed Medical Assistance (MMA) programs for the following services: – Behavioral health – Dental – Physician – Interpretation of diagnostic testing results by Florida licensed physicians Participating MMA plans are allowed to offer telemedicine for most covered services, as they choose, with Agency approval 7

e-Prescribing Metrics The Agency produces a quarterly dashboard of metrics – Statewide adoption and use trending – Comparison of Florida and national e-prescribing rates Florida has seen a steady increase in e-prescribing since the inception of the initiative in marks the first year of data collection for e-prescribing of controlled substances (EPCS) 8

Enablement Status for e-Prescribing of Controlled Substances for Florida Prescribers Prescribers must utilize EHR software that is EPCS certified and audit approved to enable e- prescribing of controlled substance As of November 2015, approximately 1.6% of active e- prescribers have been enabled to prescribe controlled substances Pharmacies Pharmacies must be ready to receive EPCS transactions from prescribers with approved software As of November 2015, 73.8% of pharmacies in Florida are enabled to received e-prescribed controlled substances 10

Medicaid Electronic Health Record Incentive Program Administered by the Agency Provides financial incentives to eligible hospitals and professionals for the adoption and meaningful use (MU) of EHRs 2016 is the last year to begin participation 11

Florida HIE Governance The Agency for Health Care Administration (AHCA) is the governing body of the Florida HIE The Agency performs participant vetting Harris Corporation, the HIE vendor, operates the Florida HIE services and the gateway to the eHealth Exchange Sustained by user fees 15

Florida HIE Services 16 Patient Look Up (PLU) Connects existing health care provider networks to exchange health information across a statewide information highway Completely Federated Organizations can connect directly or through a PLU Partner Organization Direct Messaging Service (DMS) HIPAA compliant service that allows participants to send and receive messages and attachments containing a patient’s clinical data Providers do not need to have an active EHR to use this service Event Notification Service (ENS) Provides alerts to ACOs and health plans about their members’ hospital encounters The health plan or ACO then notifies the patient’s primary care provider for care coordination

Patient Look-Up (PLU) Service Connects regional HIEs through a federated model – Includes hospitals, clinics, and long-term post-acute care providers Provides transport only - no centralized database Each participating organization: – maintains its own records – ensures required safeguards are in place – is responsible for vetting user access Enables participation in nationwide eHealth Exchange CMS Funding is available to assist with onboarding for eligible participants 17

Direct Messaging A simple, standards-based way to send and receive authenticated and encrypted health information over the Internet, regardless of location or Electronic Health Record system in use by exchanging parties Direct messaging is now an integral component of Stage 2 Meaningful Use objectives and measures that eligible providers must meet to receive payments Certified EHRs support direct exchange 20

Florida HIE’s Direct Messaging Service Operated by Inpriva under contract with Harris for the Florida HIE – Inpriva is accredited by Direct Trust Enables exchange of messages by users of any Direct Trust accredited vendor Integration with EHR systems is available 21

Event Notification Service The Event Notification Service (ENS) provides timely notice of patient encounter from over 200 hospitals to subscribing organizations ENS can benefit hospitals, physicians, ACOs, health plans, and patients – Enhanced post-discharge care coordination – Supports efforts to shift the setting of care for non-urgent conditions from the emergency department to primary care – Reduced readmissions rates for hospitals 22

ENS Subscribers More than 1 million patients are being served through the connections made by Florida health plans: – WellCare of Florida – Sunshine State Health Plan – Molina Healthcare of Florida – South Florida Community Care Network 2 additional health plans have signed agreements to participate: – Humana Medical Plan – Magellan Complete Care 12 ACOs have signed agreements – 6 are already receiving notifications 24
