Platina Manual on Sustainable Waterways ICPDR Philip Weller Brussels, Nov 21, 2010

based on the Danube River Protection Convention (DRPC), signed 1994 in Sofia, Bulgaria facilitating platform between 15 contracting parties charged with coordinating the conservation, improvement and rational use of Danube waters ICPDR

Since 2000: Coordinating body for implementing EU Water Framework Directive (WFD) in Danube River Basin District: Integrated water management on basin-wide scale Environmental objectives by 2015 legal requirement Joint Programme of Measures as part of Danube River Basin Management Plan

Growing Concern & Motivation How to ensure sustainable water protection Danube Basin water bodies & Natura 2000 sites if major infrastructure projects will be built? How to make a step from confrontation to cooperation? Can we guide infrastructure development so that it won’t conflict with legal requirements for river protection?

First Response Cross-sector Dialogue 2007 Stakeholder process 12 Basin Governments & 22 industry & environmental interest groups during 3 work-shops Result: New commitment “Joint Statement” (2007)

Joint Statement Key principles Integrated planning process from beginning Minimize impacts of engineering Apply EIAs with public input Respect WFD’s River Basin Management Plans 2009 Define goals for IWT and river/floodplain ecological integrity Use Best Practice to achieve required objective.

EU PLATINA Project Deliverable No. TaskDescription Implementation PartnerDue Month D Integrative study on Danube‘s hydro-morphological alterations BOKU, ICPDRSept 2009 D Good Practice Manual on Sustainable Waterway Planning ICPDR, VIA, BOKU, INE Dec 2009 D Content for training and dissemina- tion workshops on IWT planning ICPDR, VIAMay 2011 D Result of 3-4 training workshops ICPDR, VIA, INE October 2011 Best Practice Manual is finalised

MANUAL Objectives Illustrate the Joint Statement with its principles & criteria Present new legal framework conditions for river management Present new approaches in integrated planning Provide a general practical guidance for integrated planning Examples for ecology-oriented waterway and river bed engineering

MANUAL Content Part AIntroduction & Background Part BModel for an Integrated Planning Process Part CFrameworks for Practical Application

MANUAL Content Part B – Main Guidance 5 Planning Stages…

Part B – Main Guidance 3 Execute Planning

Part C – Frameworks for Practical Application C.1Basics on river ecology and legal framework C.2References for integrated planning C.3Good practice examples

Restored river banks Make use of practical knowledge & experience Down-sized groynes Re-connected side- arms

Conclusions Major IWT infrastructure projects on the way Environmental legislation in place has to be respected Integrated planning approach, taking into account IWT & environmental objectives is key PLATINA Manual is useful tool, providing information on practical steps for achieving project success
