Identification Blocking Issue Based to Identification Blocking Issue there are 3 Parts of Blocking : Blocking Issues with Customer (Smartfren) Blocking Issue Partner (Subcont) Internal Blocking Issue

Blocking Issue With ZTE Partner Divide Become : 1.Sub Contractor not Capable (Not have enough resource) 2.The Old Subcontractor not have enough budget 3.Many Pending Item in Implementation (Out of Spec.) 4.Document not Complete many doc. Missing cause already long time 5.Many PO from ZTE to Partner already issued but ZTE not yet get PO from SF actually site already done (This Case Make Subcont caseflow damage) 6.Sub Contractor not active again (Give up)

Internal Blocking Issue Devide Becomes : 1.There is not ZTE staff Concern to PO negotiation with SF 2.Lack in CME team. Normally with load CME phase 2.1 need 1 doc. Control with responsibility to interface with Customer 3.Need High level Management ZTE to negotiate with high level SF to close and to make CME become easy to close 4.Need decision as soon as possible from ZTE Subcont management for the Partner Take Over process and to give to new subcont 5.ZTE need to give CME regional for Car operational

2. SOLUTION

Blocking Issue with Customer PIC SF not enough cause there are concern to another phase project Need more discuss about this case with SF PAC Doc. Still not check by SF ZTE staff need to pro active to meet Customer Difficult to get Working Permit ZTE need more active to follow to Customer Many Sites already Implementation without PO from SF ZTE Jakarta need meeting with SF

Blocking Issue with Partner Subcon PIC not capable (Subcon not have enough PIC) ZTE team need to push subcont about PIC The Old Subcon not have money to continue ZTE Need verification their payment to help them if they still want to continue Many Pending Item in implementation Push subcon to repair it or procurement make agreement to de-duction and give to another Subcon Doc. Not complete and missing cause already long time Try to prepare it and discuss with customer PO not yet issue from SF but actually ZTE already issued PO to Subcont and already implementation Prepare the MoM about this site and justification from SF Regional and discuss with SF Jakarta to this case SubCon not active again (Give up) and may pending item Make MoM with subcont, take over and as soon as possible give to another subcon

3. PLAN

Plan Proposed to take Over subcon Proposed to speed up new subcon Discuss and make relation with SF PIC to make good relationship Push the team to make target monthly Speed up to get PAC with the priority sites with PO from SF
