ARMENIA: POLICY OPTIONS FOR IMPLEMENTING Water related MDGs Yerevan, 22 March 2007 Jochem Jantzen Director, TME

CONTENTS

ASSESSING MDGs Orientation 3-4 Mainly qualitative scenarios: -increase access to safe water from 45% to 73% (PRSP) (quantity, quality, service level, regularity, distance) -Institutional set up (see other) -Financing (budget, user charges, loans (IFI), affordability)

ASSESSING MDGs Quantity -Quantities: present level if higher than 30 lcd, otherwise lcd from standpipe?

ASSESSING MDGs Quality -Quality: Quality (chemical, biological) of water supply needs to meet national standards. -How to implement these standards?

ASSESSING MDGs Service level -Is the aim to connect larger part of rural population to: in house tap? yard tap? standpipe? other?

ASSESSING MDGs Regularity Is the overall aim to have regular water supply (20 hrs per day) for rural population connected to: in house tap yard tap standpipe What about non connected population?

ASSESSING MDGs Distance Is the overall aim to reduce distance to “zero” meter (in house tap, yard tap) and for Standpipes 200 meter What for non piped settlements?

INSTITUTIONAL SET UP See other presentation

FINANCIAL ISSUES Budget contribution for (re) investments and operation? User charges set at local, regional or national level? Loans (IFI), which loans are currently considered? Affordability: in baseline 3% assumed, is this OK?
