Introduction to the Work of Preventing Corruption by Addressing Its Root Causes, and Promoting the Building of Integrity System By His Excellency Yuxiao Zhou Head of Chinese delegation April 3, 2007, South Africa

Strategic Principles of Combating Corruption: from both its root causes and symptoms; in a comprehensive way; combining punishment and prevention; and with emphasis on prevention.

Chinese government’s anticorruption efforts, especially its practices of preventing and addressing corruption at the root: 1. Promote institutional innovation and address the root of corruption through reform;

2.Continuously improve anticorruption laws and regulations and mechanism and ensure compliance with public servants’ code of conduct;

3.Intensify efforts to educate public servants on clean and honest administration and actively build awareness of clean and honest administration;

4.Adhere to administration by law, keep government functionaries clean and honest and impose severe punishment on the corrupts.

Through the anticorruption efforts in recent years we have gained a wealth of valuable experiences: 1.Focusing on the objective of economic development; 2.Sticking to the philosophy of putting people first, seeking public benefits through good administration and striving for a harmonious society;

3.Adhering to the strategy of comprehensive control both internal and external, equal emphasis on prevention and precaution crucial in order to establish and continuously improve an anticorruption mechanism of punishment and prevention with equal emphasis on awareness building, institutional development and supervision;

4.Strengthening international anticorruption cooperation.
