Case study ACTION IN AN EMERGENCY Aim: to understand the basics of how to minimise the severity of incidents or accidents which may occur Telephone numbers Equipment First aid EDMS no .853969 Territorial Safety Officer (TSO) - Initial HSE Unit

Action in an emergency Telephone numbers To call the Fire Brigade in the event of an emergency, use a RED telephone or call 74444 from a CERN telephone. (Don’t hesitate to call 74444 if you are in any doubt. The idea of what constitutes an emergency often varies from one person to another). The label affixed to the telephone indicates the building, floor and office where you are located. Only use your mobile phone if no CERN telephone is available. In this case, call:   022 767 4444 on the Swiss GSM network +41 22 767 4444 on the French GSM network. EDMS no. 853969 Territorial Safety Officer (TSO) - Initial HSE Unit

ORGANISATION OF AN EVACUATION EXERCISE Aim: to understand the basics of how to organise an evacuation exercise The request (Service NOW) The preparation The execution The debriefing The report EDMS no. 853969 Territorial Safety Officer (TSO) - Initial HSE Unit

ORGANISATION OF AN EVACUATION EXERCISE The organisation of an evacuation exercise should always begin with a request in the CERN Service Portal, specifically the Request for a drill form. (https://cern.service-now.com/service-portal/report-ticket.do?name=drill_schedule&fe=fb-drills).      Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ORGANISATION OF AN EVACUATION EXERCISE The preparation, execution, debriefing and report for an evacuation exercise all follow a process defined in “Guideline AE 2-0-6” (currently being validated). This process is carried out in collaboration with the CERN Drill Coordinator.      The preparation of an evacuation exercise is recorded in a document established using the model “Adverse event drill framework” (https://edms.cern.ch/document/1260099/1).  This document is subject to verification and approval, in particular by the CERN Drill Coordinator.    The execution of the exercise follows the process defined in the “Adverse event drill framework”.  The debriefing, as well as all elements noted during the execution of the exercise are reported in the report established using the model “Adverse event drill report” (https://edms.cern.ch/document/1258530). This report is verified, approved and then distributed. Territorial Safety Officer (TSO) - Initial EDMS no.853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY Here is a list of real situations which may occur during your time as a TSO. For each situation, we ask you to tell us what you think is the best response. Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY   1. You enter a workshop and see someone lying on the ground near an electrical socket: - what actions do you take and in what order?  - what actions do you avoid taking?  Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY   1. You enter a workshop and see someone lying on the ground near an electrical socket: - what actions do you take and in what order?  - what actions do you avoid taking?  You must cut off the electricity: use the General Emergency Stop or switch off the equipment concerned.   You must not touch the victim:  without ensuring he is insulated without switching off the electricity   Then you can call the Fire Brigade Answers Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 2. A new person has just moved into your building and tells you that he has dizzy spells from time to time: how do you react?  Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 2. A new person has just moved into your building and tells you that he has dizzy spells from time to time: how do you react?  Ask how you should respond in the event of him having a dizzy spell Find the building’s first-aiders, i.e. look in SOS for the list of first aiders and put them in touch with the person Avoid having this person work alone Answers Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 3. Someone has accidentally pressed a General Emergency Stop button in your building: what will happen?  Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 3. Someone has accidentally pressed a general emergency stop button in your building: what will happen?  When you press a general emergency stop button:    it cuts the power to an entire geographical area, apart from some items of equipment indicated by orange stripes. it calls the Fire Brigade it does not cut the power to safety installations, such as lifts, emergency lighting, etc. Answers Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 4. What different messages are given by red signs and blue signs?  Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 4. What different messages are given by red signs and blue signs?  The colour red on signs can have 3 meanings: forbidden, hazard/alarm or fire equipment.   The colour blue indicates that you are obliged to carry out an action: for example, it is compulsory to wear ear protectors. Elements of the response Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 5. You receive a phone call from the Fire Brigade saying: “Someone has had an accident due to a sheet of ice at the entrance to the building”: how do you react?      Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 5. You receive a phone call from the Fire Brigade saying: “Someone has had an accident due to a sheet of ice at the entrance to the building”: how do you react?      Take immediate action, i.e. get rid of the sheet of ice   Take long-term action to avoid the recurrence of such an accident, such as, for example, repairing a water leak if this was the cause of the incident. Answers Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 6. A gas leak from a welding station has been observed in your building: what is the first action that you take?  Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 6. A gas leak from a welding station has been observed in your building: what is the first action that you take?  Close the leak Ventilate Evacuate Notify the Fire Brigade Avoid generating flames or sparks, i.e. cigarettes, telephones, electrical switches, etc. Answers Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 7. Someone has inhaled a chemical product in your building: what do you do?  Territorial Safety Officer (TSO) - Initial EDMS no. 853969 HSE Unit

ACTION IN AN EMERGENCY CASE STUDY 7. Someone has inhaled a chemical product in your building: what do you do?  Get the person into the fresh air, help them to relax and in an extreme case artificial respiration may be necessary.
