Presentation transcript:

5th Vienna Economic Forum Christoph A. Baubin, CEO Austro Control 11. November 2008

Business Environment  Cooperations and alliances between ANSPs will grow  Benchmarking and competition for markets/functions will increase  Non-core functions come under market conditions („unbundling“ of services/managed services/centres of competence etc.)  Social dialogue will become international and more and more important

Institutional framework  Separation between service provision and regulatory/supervisory functions become stricter  Safety and economy regulation will be concentrated on EU- level (Commission, EASA etc.)  Environment will become an equal important issue as cost- efficiency and punctuality  Eurocontrol will be reorganized as mandated/supporting/ expert’s organisation for EU Commission and service provider for ANSPs (CFMO, CRCO, EAD)  New airspace structure according to optimized needs of aviation will be established (FABs) – bottom up or top down

ACC Fragmentation Europe

FABs in Europe FAB CE F CH D BNX NUAC GB/IRL ES/P

SESAR  Ambitions targets – capacity x 3 and costs : 2 – require radical innovations  Automatic data link via satellite between cockpit/control centres/services at airports and airlines will establish a tight CDM-network  Function of ATCO (and pilots) will change to system monitoring  Harmonized and integrated systems will be used within and between FABs  Prerequisites to be realised: focussed commitment on stakeholder level (political, administratory management, staff) Selection and training of competent people on basis of successful social dialog Investment in aircraft and on the ground

and …. ALL THIS WILL TAKE  Engagement of all stakeholders  lots of money  focussed efforts  and TIME!
