2015 Board Recommended Changes to RLMGA Bylaws Minor Changes Article III, Section 3. – Change “Annual dues are payable on or before February 1.” to “Annual dues are payable at the Annual Meeting or not later than the first tournament or play day, whichever comes first.” Reason: More reasonable timeframe for paying dues. Article IV, Section 1 – Change “The Executive Board will be elected by the members and will include a President, Vice President, Secretary, Treasurer, Tournament Director, and two ad hoc' positions.” to “The Executive Board will be elected by the members and will include a President, Vice President, Secretary, Treasurer, Tournament Director, Vice Tournament Director, ‘ex officio’ past president, and two members-at-large.” Reason: Correct omission. Article IV, Section 4 - Terms of Office – Change “The President shall serve a term of two years (elected) and then become an 'ex officio' member of the Executive Board until succeeded by the next retiring president.” to “The President shall serve a term of two years (non-elected) and then becomes an 'ex officio' member of the Executive Board until succeeded by the next retiring president.” Reason: Correctly reflect that the position of President is not elected but filled by the succession of Vice President to President after two year term.

2015 Board Recommended Changes to RLMGA Bylaws Minor Changes Article IV, Section 4 - Terms of Office – Change “The Vice President (elected) shall serve a term of two years and then succeed the President for a term (non-elected) of one year replacing the outgoing President as 'ex officio' member of the Executive Board.” to “The Vice President (elected) shall serve a term of two years and then succeed the President for a term (non-elected) of two years replacing the outgoing President.” Reason: Correctly reflect the succession of Vice President to President is for a two year term. Article IV, Section 4 - Terms of Office – Delete “and succeed the Tournament Director upon his retirement” Reason: Replacement of an officer is defined in Article IV, Sections 5 and 6. Article IV, Section 4 - Terms of Office – Change “The Ad Hoc One shall serve a term of two years and may be re-elected for an additional one-year term. The Ad Hoc Two shall serve a term of two years and may be re-elected for an additional one year term.” to “Two Members-at-large shall serve a term of two years and may be re-elected for an additional two year term. For continuity, these terms should overlap and not run for the same two year period of time.” Reason: Correctly reflect the titles for members-at- large and re-election for a two year term.

2015 Board Recommended Changes to RLMGA Bylaws Minor Changes Article IV, Section 8 – Responsibilities and Duties – Add responsibilities and duties for Members-at-Large. Reason: Completeness of position responsibilities. Article V, Section 1– Annual Meeting – Replace “nomination of new officers” with “installation of new officers”. Reason: Reflect current practices. Cleanup (Grammar and wording) Changes General Changes – Grammatical changes and reduce redundancy Reason: Increase readability. General Changes - Removed or modified “year specific” information. Reason: Reduce the need for annual modification. Article II, Section 1. – Change “non-profit” to “a not for profit”. Reason: Technically the RLMGA is not operating as an IRS sanctioned non-profit organization but the objective of the RLMGA is not to make a profit, but rather cover annual operating costs.

2015 Board Recommended Changes to RLMGA Bylaws Cleanup (Grammar and wording) Changes Article IV, Sections 3 & 4. – Restructured Section 3 – Nominating Committee and Section 4 – Election of Officers into one section. Section 3 Election of Officers containing subsections: Nominating Committee and Election Committee. Reason: Present the election processes in a more logical and understandable manner. Article V, Section 2 – Changed “Quarterly Meetings” to “Executive Board Meetings”. Reason: Title needs to reflect Section content.

RLMGA LOGO CONTEST The RLMGA logo contest had over a dozen entries. Once all entries were in, we drafted a judging panel to review the submissions After several iterations and combinations of a few entries, the panel presented The board with a few options. The Board then made a few additional comments and the LOGO was born! Many thanks to all who contributed.

Definitions Handicap Index –A number calculated from the 10 best of last 20 scores Course Rating –Score a “scratch golfer” shoots from each tee –Established by USGA by rating the course difficulty Slope –The difficulty of the course for the “bogey golfer” –Used with handicap index to establish your handicap –The higher the slope, the higher your handicap –Longer courses have higher slopes

What does this mean? Handicap –The number of strokes you are given to play to the level of a scratch golfer Example –Landing Course White tees = 69.7 rating/123 slope –A scratch golfer would shoot 70 (69.7 rounded up) –A bogey golfer with a 13.6 index = 15 handicap would shoot an 85 ( = 84.7)

Handicap Adjustments Each tee has it’s own course rating –On the Landing: Red (64.2) < Yellow (68.0) < White (69.7) Scratch golfers would shoot: –Red (64) < Yellow (68) < White (70) Example: –Larry and Jeff are scratch golfers (0.0 index = 0 handicap) –If Larry plays Yellow he would shoot …... –If Jeff plays White he would shoot.....

Why Make Adjustments? Competition –If Larry and Jeff are competing for money is the competition fair? NO –Who would win every time if they shoot their handicap? LARRY –Why? BECAUSE LARRY IS PLAYING AN EASIER COURSE

Adjustments for Competition To make the competition fair we have to make adjustments based on the course rating –Larry would need to give Jeff 2 strokes White rating (69.7) minus Yellow rating (68.0) = 1.7 rounded to 2 This is why the MGA makes adjustments for players playing from different sets of tees when they compete against each other

How to make adjustments First –Determine your course handicap using your index and slope rating Second –Adjust each person’s handicap based on the course rating of the tees they are playing –By: Subtracting strokes from players from forward tees

Example Clyde & Rob are playing a match on the Landing –Clyde plays White tees with a Slope of 123 His handicap is 9 ( based on an index of 8.6) –Rob plays Yellow tees with a Slope of 118 His handicap is 10 ( based on an index of 9.8) –To make the competition fair, Rob plays at 8 (10-2) and Clyde plays at 9 –Rating difference between White and Yellow ( =1.7)

More Adjustments for Competition Individual Competition is at full handicap –100% of a players score on each hole counts Team Competition requires handicap adjustments –Since not every player’s score on each hole counts –Based on scientific and mathematical analysis: Higher handicappers have greater chances of getting net birdies or eagles because of their variability of scores Lower handicappers get mainly pars and bogies and only occasionally will get net birdies or eagles because of their consistency Teams with large handicap differentials have a distinct advantage over teams with near identical handicaps –A 10 and a 13 is at a disadvantage to a 5 and a 18 Handicaps must be reduced by a % depending on the type of competition

Team Handicap Adjustments PER USGA GUIDELINES –100% Full Handicap Individual stroke play competition –90% of Handicap (Most RLMGA events fall in this category) 2 man best ball competition 2 best balls of 4 competition 1 (or two) best balls of 3 competition –80% of Handicap 1 best ball of 4 competition

Summary For MGA play days and tournaments 1.Use index and tee’s played to determine handicap 2.Reduce handicap based on type team of competition 80 or 90% 3.Reduce handicap for forward tee players based on the course rating differential for the tees played by the furthest back player This insures a fair and level playing field
