Reporting Technologies Working Group Update NERC CIPC Meeting March 17, 2005 Long Beach, CA. Public Release

Reporting Technologies Working Group Update Activities Since Last Meeting ● Continued to work with CSC & ManTech on development of the Homeland Security Information Network – Electricity Sector (HSIN-ES).  Thursday – January 13, 2005 – Meeting at Baltimore (BWI) to develop specific test scenarios for HSIN-ES. Included representatives from the Nuclear ISAC  Scenario 1 – Hurricane Lynn  Scenario 2 – Cyber / Physical Terrorism  Friday – February 11, 2005 – Conference Call to discuss draft scenarios with participants.  Thursday – March 3, 2005 – Meeting at CSC in Arlington, VA – dress rehearsal for testing scheduled for March 16, 2005 in Long Beach, CA.  Wednesday – March 16, 2005 – First Beta Test.

Reporting Technologies Working Group Update Goals ● The goal of the HSIN-ES pilot is to:  Deploy a system that will serve as an enhanced replacement for NERC’s Critical Infrastructure Protection Information System (CIPIS) and DHS’s Information Analysis and Warning (IAW) reports.  Provide additional capabilities for the Electricity Sector – Information Sharing and Analysis Center (ES-ISAC) to exchange information (2-way) with the sector.  Provide a reliable system for ES-ISAC communications with DHS and other ISACs.  Establish a platform to implement additional capabilities in subsequent phases.

Reporting Technologies Working Group Update HSIN-ES Future Goals ● EFFICIENCY - To ensure the usefulness of HSIN-ES, we will need to achieve convergence of various reporting mechanisms:  CIPIS Reporting  IAW Reporting – to include Stage 2 and 3 Reports  DOE 417 Reporting  Free-Form Reporting ● TIMELY INFORMATION - Implementation of user-configurable “PUSH” technologies to send critical information to users in a expedient manner so they can take action. ● VISUALIZATION – Improve analysis using visualization capabilities such as the mapping tool. ● INDUSTRY NEEDS - We’re open to industry feedback once Phase 1 is rolled out!

Reporting Technologies Working Group Update HSIN-ES Issues ● OWNERSHIP OF DATA – Possible Freedom of Information Act (FOIA) implications. ● ADMINISTRATIVE ISSUES:  User Account Registration  Authentication  Account Maintenance  User Support / Help Desk  System Maintenance
