Flood Risk Assessment Group Stage 2 amendments

Mapping watercourses- new duty on LA’s Map features contributing to managing flood risk- New duty SEPA Provision of information on sewerage flooding- new duty Scottish Water Assessment of watercourses- revised provision and new duty to prepare maintanence schedules

Flood Risk Assessment Group Bill Implementation

Aims of implementation programme Support implementation of the Bill through the preparation of a suite of subordinate legislation and government policies; Provide a basis for coordinated/partnership working between all parties involved in the implementation of the Bill; Support implementation through the preparation of agreed technical guidance and procedures that will be commonly adopted by all relevant parties; Ensure clear opportunities for ongoing stakeholder engagement.

Role of groups Produce consistent technical and policy interpretation/guidance on the Directive and the Bill/Act to support the work of Scottish Minister, SEPA, local authorities and other responsible authorities. Provide advice on the technical preparations required (operational development) in order to deliver the requirements of the Directive/Bill. Advise the Scottish Government on the development of subordinate legislation and Ministerial Guidance to support implementation of the Bill/Act. Facilitate discussions, and act as a forum to strengthen partnership working, between all parties involved in risk management, and in particular with those responsible for implementing the Bill/Act and Directive.

Role of groups (cont) Provide coordination with other Member State technical implementation groups and to ensure approaches adopted take account of relevant work by other Member States and the EC. Manage links to a wider network of technical experts and policy areas, including the Marine Strategy, River Basin Planning, Catchment Flood Management Plans (E&W), Flooding Forum. Promote areas of R&D work, at a Scotland, UK or EU level, where this has been identified as necessary to address identified gaps.
