Responding to Urban Encroachment JJJJoint Land Use Study (JLUS) OOOOEA is authorized under Title 10, U.S.C. Section 2391 to provide technical and financial assistance to State, and local governments when: ““““The Secretary of Defense determines that the encroachment of the civilian community is likely to impair the continued operational utility of the military installation.”
