The New Constitution Articles of Confederation didn’t work New Constitution made government of three branches – Legislative (makes laws) – Executive (executes or enforces laws) – Judicial (interprets laws) This is known as the separation of powers Each branch has powers over the other that prevent one branch from gaining too much power (checks and balances, see chart on p. 155)

Shays’ Rebellion Massachusetts passes largest direct tax ever Farmers hit hard, unable to pay tax Daniel Shays leads rebellion that quickly spreads Congress unable to quell rebellion; no money to raise an army Convinced Nationalists that only a strong national government could combat catastrophes like this
