WASH Technical committee/ETF Meeting Minute  Venue: Amhara BoWIE  Time: 09:00 am  Participants – list attached  Agendas; Welcome and introduction Situation update 4WS AOB

 Over 1 million people faced critical water supply shortage in the region; 8 zones, 45 Woreas, 348 Kebeles.  Over 1 million people at potential risk for scabies (234,411 already reported cases); 7 zones, 31 Woredas, 322 kebeles (summary attached).  The scale of the program is severe; people are at risk in areas where there are no existing water supply services due to access problem and/no feasible technology options – the problem is developmental – eg Kobo Woreda of North Wollo zone high level of drought but no at all water supply shortage.  Water bureau has prepared and has been shared all the list of affected zone/woreda/kebles and response activity status to all partners including the regional FSDPCO for information and further action. Situation update

Response so far  Out of the 348 drought affected Kebles; 168 Kebles have got some kind of water supply service (106 Kebles through sustainable option and 62 through rapid response – refer the attached table) 600 Carton Bishangari, 29 Carton water gurard, 1379 Carton Pur, 5000 strips of aqua tabs and 20 drum of HTH has been distributed to emergency affected Woredas. 97 roto tanks ( ,000 liter capacity and 17 5,000 litter capacity) has been procured and distribution is ongoing. Stock of 472 Pcs of casing (#366- 6” and #66 – 8”), 12 pumps, 4 generators has been replenished to Regional Water Bureau for emergency response. Construction contract of 15 distribution system water supply projects has been carried out, Contract of other 5 distribution system water supply projects is under negotiation with public enterprises in the region. Additional potential projects on pipe line. 110 Kebles are hard to reach areas even through water trucking option; need urgent critical investigation for feasible option, water bureau is working on this.  Response plan has been prepared by the regional health bureau to carry out scabies prevention campaign and is under preparation – refer the attached table.

Response so far-Who does what; MoWIE:  Supplied stock of 472 Pcs of casing (#366- 6” and #66 – 8”), 12 pumps, 4 generators to regional water bureau for emergency response through sustainable option.  Allocated ETB 5 million for supporting the emergency operation. UNICEF:  Financial support: ETB 3 million has been allocated to regional water bureau – shallow well drilling construction, rehabilitation of existing water supply scheme and procurement of emergency supplies ongoing (most of the activities are already accomplished).  Supplied water purification chemicals; 600 Carton Bishangari, 29 Carton water gurard, 1379 Carton Pur, 5000 strips of aqua tabs and 20 drum of HTH and has been distributed to emergency affected Woredas.  Has provided technical and financial support for study/design and contract document of water supply projects in emergency affected areas.  Communication has been made and principal agreement made to support the construction of distribution system water supply projects as part of emergency response through sustainable option (20 distribution water supply projects benefitting communities and institutional facilities).

Response so far-Who does what; International medical corps (IMC):  Rehabilitation of 20 hand dug wells has been ongoing at Meket and Lay Gayint Woredas; other projects on progress.  WVE, Concern, People In Need, CARE, ACF, PIE: has made assessments, proposals are ready/ submitted for fund request to donors/UNOCHA.

Agreed points- Way forward  Very limited partners in WASH emergency response operation; Only IMC started operation in two Woreas, rehabilitation of 20 existing water supply schemes, Concern Ethiopia has got funding and about start implementation – Joint Emergency WASH and nutrition. Other partners (CARE, PIE, PIN, WVE, ACF) still conducting assessment and proposal preparation. Need to get into actual operation at any earliest time possible. Agreed all other partners (CARE, WVE, ACF, PIN, PIE) to speed up submission of their proposals including Where to intervene and What to intervene.

Agreed points- Way forward  UN OCHA has given call for proposal to the meeting participants partners (NGO/CSOs) highlighting potential availability of fund for the emergency response.  UN OCHA agreed to refer the water bureau response plan master data base for trucking partners emergency response plans to take care duplication and ensure effectiveness /efficiency.  Water bureau keep making periodical update on recommendable water supply technology options as per the current practice and share to the potential partners for action.  Partners agreed to share their proposal/operational plans to BoWIE to take care duplication and ensure effectiveness /efficiency.  Water Bureau agreed to take care not to duplicate resource over CWA program Woredas. Agreed to use CWA resource at most priority and then looking additional resources at CWA program Woredas.

Agreed points- Way forward  Partners need to refer response plan prepared (master data base) by the water bureau on preparation funding proposals. Refer the response plan data base, quick review and make reality check (validate) then be able to submit for fund request – No need to get into detail assessment – no more project approach/program approach – Government leads programs partners support- SWA. Partners need to submit operational plan to BoWRD/BoH for record and follow up – alignment  Partners need to share achievement report (plan vs achievement ) to the sectary/co-chair of the WASH technical committee/ETF for review, compilation and reporting during the meeting in advance.
