UBSUP & SafiSan: Key Characteristics Prepared by the UBSUP Team 1 UBSUP, SafiSan, plot & household level sanitation, demand-driven approach, UDDTs, the Sanitation Value Chain

What is UBSUP?  UBSUP stands for “Up-scaling Basic Sanitation for the Urban Poor”  UBSUP is a programme developed and implemented by the Water Services Trust Fund (WSTF) and GIZ (German Technical Cooperation)  UBSUP is funded by the German Development Bank (KfW) and the Bill and Melinda Gates Foundation (BMGF)  UBSUP is also the scaling-up concept used to implement SafiSan projects  UBSUP and SafiSan are part of the UPC (Urban Projects Concept) of the WSTF  Like UPC, UBSUP has a pro-poor focus and targets urban low income areas  Through the UBSUP programme the WSTF is enabling the WSPs to bring their services to the urban poor  The UBSUP Programme focusses on household and plot level sanitation  UBSUP has developed a number of innovations with regard to sanitation up- scaling 2

What is SafiSan?  UBSUP is the name of the WSTF household & plot level sanitation programme  SafiSan is the name given to all projects implemented within the framework of the UBSUP programme  SafiSan project proposals can be submitted after the WSTF has launched an UBSUP Call for Proposals  SafiSan projects are won, implemented and operated by licensed Water Service Providers (WSPs)  SafiSan is also the name given to the toilets and treatment facilities that were developed by the UBSUP programme  SafiSan projects cover the entire sanitation value chain!!  SaniGo is the cart that was develop by UBSUP to enable “Sanitation Teams” to safely empty and transport the content of SafiSan urine diversion dehydration toilets (UDDTs) 3

Key Characteristics of SafiSan SafiSan projects are demand-driven Social marketing is an important component of SafiSan projects SafiSan toilets are user-friendly and have been designed to be used by a maximum of 10 persons SafiSan toilets are subsidised, but subsidies are only paid to the toilet owner after a completed toilet has been inspected and approved by the WSP SafiSan toilet owners receive KSh 20,000 for a new toilet and KSh 15,000 for a the rehabilitation of an existing toilet 4

Key Characteristics of SafiSan Cont’d Demand for SafiSan toilets (and subsidies) and treatment facilities trigger the disbursement made by the WSTF to the WSPs This means: If the funds allocated for the project are used up and there is still more demand for sanitation, the company can always request for additional funds (phases approach) The same demand also triggers the disbursements made by the financiers of UBSUP to the WSTF 5

Key Characteristics of SafiSan Cont’d SafiSan projects focus on the entire sanitation value chain; toilets, proper use, maintenance, emptying, transport and treatment If a WSP only applied for toilets, it has to explain its treatment practices (e.g. sewer treatment facilities) to complete the sanitation value chain SafiSan projects aim to create & increase demand for improved toilets through social marketing SafiSan projects also consider business requirements of local entrepreneurs; e.g. artisans (who build or assemble SafiSan toilets), emptiers (“Sanitation Teams”) and the sustainable operation of the treatment facilities 6
